Project Manager/Business Analyst (Payroll Transformation Project)
Positive Employment is currently recruiting for a Project Manager/Business Analyst for our client, a local government organisation based in Ellesmere Port, Cheshire.
The successful post holder will support business transformation and change programmes across the organisation, managing projects and work packages while leading business process reviews and service redesign. The role will focus on improving performance, efficiency and customer service through effective analysis, project management and implementation of change.
The post holder will work closely with internal teams, external partners and stakeholders to understand current processes, develop improved solutions and ensure that changes deliver measurable financial and non-financial benefits.
This role is a contract position with an initial contract of 3 months, with the possibility to extend. This role is fully remote working.
Duties and Responsibilities but not limited to:
- Manage projects and work packages, ensuring delivery within agreed timescales, constraints and expected benefits.
- Work with programme teams to manage dependencies, risks and reporting requirements.
- Lead business process mapping, analysis and service redesign activities.
- Facilitate workshops and interviews to understand current processes, identify issues and develop future-state solutions.
- Document and validate current and proposed processes with key stakeholders.
- Identify and assess financial and non-financial benefits, risks and opportunities associated with process improvements.
- Develop and maintain effective relationships with stakeholders to support successful delivery of change.
- Monitor and evaluate the impact of implemented changes and report on outcomes.
- Produce regular project progress reports and management information.
- Coordinate and support staff allocated to projects, ensuring effective use of resources.
- Contribute to programme coordination, business planning and wider transformation initiatives.
Personal Requirements:
- Proven track record of delivering payroll or HR transformation projects.
- Proven experience managing complex projects within large-scale transformation programmes.
- Ability to quickly understand existing project plans and mobilise activity with minimal handover.
- Strong project governance skills, including risk, issue, dependency and milestone management.
- Experience developing and delivering project recovery plans to address delays, mitigate risks and restore delivery confidence.
- Ability to create and implement effective communication and stakeholder engagement plans, ensuring appropriate involvement and buy-in across all levels of the organisation.
- Experience working in fast-paced, high-profile transformation environments with competing priorities and challenging timelines.
- Facilitate workshops with business stakeholders to understand current and future state processes.
- Document and map end-to-end business processes using recognised methodologies.
- Analyse existing processes to identify gaps, risks, inefficiencies and opportunities for improvement.
- Elicit, document and validate business requirements. Support impact assessments and process redesign activities.
- Work collaboratively with operational teams, system suppliers and project stakeholders to ensure business requirements are translated into practical, deliverable solutions.
- Experience or knowledge of local government and wider public sector improvement initiatives would be desirable.
- PRINCE2 Foundation or equivalent, ECDL or equivalent IT qualification, and/or a Business Analysis qualification would be desirable.
Pay: £256.08 per day (Negotiable)
Working Hours: 8:30am - 17:00pm / Monday to Friday
