Lead Management Analyst
The employee serves as a Lead Management Analyst for labor management, employee relations, equal employment opportunity, and classification and position management in the Human Capital Program Management Division (HCPMD).
Major duties
Incumbent typical work assignments may include the following: The employee utilizes a variety of coordinating, coaching, facilitating, consensus-building, and planning techniques to accomplish assigned tasks. The position conducts special human capital-related studies assigned by the Director of HCPMD. Serves as a PFPA point of contact responsible for coordinating with the Washington Headquarters Services, Human Resources Directorate (WHS/HRD), other DoW components, the WHS Office of the General Counsel, Central Management agencies, and other Executive Branch agencies on matters of common interest such as resources management and HR legislation. Works with supervisors and managers to accurately define duties and responsibilities of positions in support of the PFPA' s mission and function.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-13) requiring application of the knowledge, skills, and abilities of the position being filled. Applicants for this position must clearly demonstrate in their resume that they possess specialized experience in 1) reviewing the structure and functions of the organization to resolve complicated problems affecting major agency programs and requirements; 2) proposing recommendations and cost benefit analysis regarding new organizational structures, realignment of functions, and staffing levels to improve efficiency; 3) processing of disciplinary, adverse, and non-disciplinary personnel actions; 4) conducting human capital program management analysis duties in support of the identification of agency needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
