Manage the subcontracting process from RFQ, evaluation, negotiation, award, execution, performance monitoring, and close-out of subcontracts
Establish and maintain subcontract management practices to ensure compliance with project schedules, quality standards, contractual requirements, and budget objectives.
Review and identify client ITB and contract requirements related to subcontracted work scopes and ensure compliance throughout project execution.
Initiate and manage vendor and subcontractor pre-qualification activities, including the administration of Non-Disclosure Agreements (NDA).
Coordinate RFQ activities, including sourcing, scope clarification, competency assessment, resource capability evaluation, and bid solicitation.
Review technical and commercial submissions from subcontractors and prepare bid evaluations and award recommendation reports for management approval.
Conduct commercial negotiations with subcontractors on pricing, schedule, scope, and contractual terms and conditions.
Draft, review, negotiate, and administer subcontract agreements in accordance with project and company requirements.
Organize and conduct subcontract kick-off meetings with project teams and subcontractors prior to commencement of work.
Prepare and maintain subcontracting schedules and monitor subcontract activities to support project delivery requirements.
Coordinate with Engineering, Construction, QA/QC, HSE, Operations, and Project teams to ensure subcontract scope requirements are effectively executed.
Monitor subcontractor performance, work progress, quality, safety, contractual compliance, and delivery milestones throughout project execution.
Conduct site visits to project sites and operating facilities, as required, to provide technical and commercial support, verify work progress, and resolve subcontract-related issues.
Evaluate subcontractor and vendor performance and maintain performance records for vendor development, qualification, and future tender evaluations.
Administer subcontract variations, claims, back charges, extensions of time (EOT), progress assessments, and final account settlements.
Prepare subcontract documentation, reports, correspondence, performance evaluations, and management presentations.
Support the development, implementation, and administration of Framework Agreements covering goods and services required by PEC.
Participate in internal, external, client, supplier, and certification audits, and support the timely closure of audit findings and corrective actions.
Support continuous improvement initiatives to enhance subcontract management processes, systems, controls, and governance.
Perform any other duties and responsibilities assigned by the immediate superior or Management.
Requirements
Degree or Diploma in Engineering, and equivalent qualification.
Minimum 2 to 5 years of relevant experience in subcontract administration, procurement, or project support within the Petrochemical, Oil & Gas, Offshore, Marine, or Construction industries.
Basic understanding of subcontracting processes, contract terms and conditions, and commercial documentation.
Good planning, organizing, coordination, and documentation skills.
Good communication, negotiation, and stakeholder management skills.
Ability to work independently and collaboratively in a multidisciplinary environment.
Familiarity with industry standards, quality requirements, safety regulations, and compliance requirements.
Experience in managing subcontractors, vendors, and site execution activities will be an added advantage.
Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
