Management and Program Analyst
The position is established to perform extensive project management and analysis for the organization including the design, planning, and the executing of organizational programs; the development and implementation of new or improved processes; and the development and maintenance of databases for various reports. Provides malmanagement with information for making decisions related the effectiveness and efficiency of business are programs and operaions.
Major duties
The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. Major Duties for this position include: Provides direct input and often implements strategic initiatives, reengineered business processes impacting workload, staffing, and technological changes. Applies a wide range of analytical and evaluative methods and techniques to issues and/or studies concerning the efficiency and effectiveness of the business area operations. Analyzes administrative and production processes and procedures to assess performance effectiveness in areas of productivity and quality. Participate in the development of strategic long-range planning for the business area. Designs and prepares workflow analyses, project plans and schedules, reports and other similar tools to measure operational performance.
Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. OPM Qualifications Standards are available at General Schedule Qualification Standards Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12), in the federal service. Specialized experience for this position includes all of the following: Conducting analytical studies of operational programs and processes and developing recommendations; AND Evaluating the operational impact of policy, legislative, and regulatory changes; AND Provides advice and guidance on interpreting and applying administative processes and procesures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
