Head of Treasury (Banking)

About the Opportunity We are partnering with an established financial institution to appoint an experienced  Head of Treasury  to lead its Treasury and Asset & Liability Management functions in Singapore. This is a senior leadership position responsible for overseeing the Branch’s treasury activities, liquidity management, financial markets activities and ALM framework, while providing strategic market insights and recommendations to senior management. The successful candidate will bring deep treasury and financial markets expertise, strong regulatory awareness and extensive experience managing treasury operations within a banking environment. Key Responsibilities Lead and oversee the Branch’s  Treasury function , ensuring activities comply with internal policies, delegated authorities, Head Office guidelines and applicable regulatory requirements.

Lead the Branch’s  Asset & Liability Management (ALM)  function and oversee overall liquidity management.

Provide market analysis, business insights and strategic treasury recommendations to Branch Management.

Supervise Treasury dealers in monitoring liquidity positions, domestic and international financial markets and treasury products.

Review, approve and monitor treasury transactions within authorised limits and established internal controls.

Prepare and present treasury business analysis, market developments and strategic recommendations to the  Asset and Liability Management Committee (ALCO) .

Monitor significant market developments and advise management on material changes, risks and business implications.

Participate as a member of key management committees, including  ALCO, Credit Committee, Compliance Committee and Risk Management Committee .

Lead, coach and develop the Treasury team while ensuring effective day-to-day operations and appropriate segregation of duties.

Build and maintain strong relationships with  financial institutions, regulators and key market participants .

Identify opportunities to enhance treasury business performance and strengthen the Bank’s market presence.

Support Branch Management on other strategic treasury-related matters as required.

Requirements Bachelor's Degree in  Banking & Finance, Commerce, Economics, Business  or a related discipline.

At least  20 years of relevant experience  within Treasury, Financial Markets or Banking, including significant managerial/leadership responsibilities.

Strong expertise across  Treasury products, liquidity management, Asset & Liability Management (ALM) and financial markets .

Sound understanding of regulatory requirements governing treasury and banking activities in Singapore.

Demonstrated experience leading treasury teams and engaging with senior management and management committees.

Strong analytical and commercial judgement with the ability to interpret financial-market developments and provide strategic recommendations.

Excellent leadership, stakeholder-management, communication and decision-making capabilities.
