JOB DESCRIPTIONS:

PURCHASER Key responsibilities

Sourcing & tendering — invite, evaluate and compare quotations and tenders from subcontractors and suppliers for materials, equipment and specialist trades. Issue enquiries, manage clarifications, and close out tender comparisons on schedule.

Cost analysis & evaluation — carry out quantity take-offs, rate build-ups and detailed cost comparisons. Test every quotation against budget allowances, rates we have paid before, and current market levels. Recommend the award, and flag the risk inside it.

Commercial negotiation — negotiate price, payment terms, lead times, delivery, warranty and other commercial conditions. Secure competitive terms and strong contractual protection — not just the lowest number.

Purchase orders & documentation — raise and issue POs accurately and on time. Maintain complete, auditable purchasing records and keep vendor and rate information current.

Delivery & order monitoring — track every outstanding order, chase suppliers and subcontractors against the programme, and escalate anything that will affect site progress before it becomes a delay.

Supplier & subcontractor relationships — build and hold a dependable local supply base, with alternative sources kept ready, so we are never exposed to a single vendor.

Management support — provide accurate purchasing and cost reports to management, and handle ad-hoc commercial duties as required. What we are looking for

  • 2–5 years of hands-on purchasing experience, in construction. You have bought for site, not for an office.
  • Working knowledge of the Singapore construction supply chain — materials, plant hire and trade subcontractors.
  • Able to do quantity take-offs and read drawings, specifications and bills of quantities.
  • Strong Excel — you can build and maintain your own comparison and tracking sheets.
  • Technical Knowledge: Strong background in construction-sector procurement and local supply chain networks across Singapore.
  • Negotiation that holds. Good in negotiation, assertive communication, and excellent problem-solving skills to manage site-wide compliance effectively. You can push back on a supplier without damaging the relationship.
  • Organised under pressure: several live projects, competing deadlines, and no one having to chase you.
  • Disciplined and accurate with paperwork — POs, records and reports right the first time.
