SUPERVISORY CARTOGRAPHER (INTERDISCIPLINARY)

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Geobase Section in the 718th Civil Engineer Squadron, Engineering Flight.
Major duties
Plans, organizes, and directs the activities of the Execution Support and GeoBase (718CES/CENME) section and ensuring that execution support and GeoBase support complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 718 CES/CENME with a variety of installation and functional area organizations. Program responsibility and management of Kadena AB GeoBase Program. Participates in special projects and initiatives and performs special assignments.
Qualifications

Examples of specialized experience includes providing broad policy, guidance on objectives and priorities, assigns area of responsibility, and is available for consultation when controversies arise. Incumbent plans, organizes, and directs the work to achieve squadron goals and objectives with minimal guidance or direction. Directs the technical and administrative workload assigned to the GeoBase and Execution Support Section. Manages the capabilities of GeoBase and provides execution support to projects when needed. Directs manpower to accomplish project execution support as well as support to the rest of the base for mapping services. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force Civil Engineer Structure and requirements, Computer Aided Design (CAD), GeoBase and mapping software's using Geospatial Information Systems (GIS), and surveying tools and methods. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of computer system networking, database systems, GeoBase Data Information Systems, AutoCAD, Arc View, Geospatial Information Systems (GIS), and the associated standard, including Spatial Data Standard for facilities, Infrastructure and Environment (SDSFIE). 6. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements in relation to the GeoBase Program PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
