As a Team Leader, you are responsible for the operational management and activities of your assigned team in accordance with the objectives of the Oulu city strategy, the economic policy action program, Business Oulu -liikelaitos, and the Oulu region employment area. The Team Leader supports and guides their team toward productive work, acts as the team's immediate supervisor, and is responsible for the personal client service assigned to their team, as well as cross-cutting entities serving the entire organization.

The work combines coaching leadership, meeting people, finding solutions, and cooperation, particularly with internal organizational actors, but also with the network and partners. Entities included in network cooperation may be employers and companies, educational institutions, other city services, third-sector actors, and other service providers.

The position is located in the Services and Processes unit, which is responsible for various process and service entities spanning the organization of employment services, supports the smoothness and expertise of personal client work in employment services, and the use of unified operating models.

The Team Leader we are looking for works as an expert in developing personnel competence and as an immediate supervisor for the resources and expertise of personal client work in employment services, supporting self-coaches acting as internal substitutes, customer service trainers, and another personnel competence development expert.

The Team Leader's duties include the planning, coordination, development, and implementation of competence development for the personnel and supervisors of Business Oulu -liikelaitos. The work takes into account the objectives of the City of Oulu's personnel program. Regarding Business Oulu, the work also considers the needs of the Oulu region employment area in developing competence for the statutory tasks of the labor authority. The goal is to ensure that personnel have the competence required for tasks promoting employment. The role involves working in various local and national networks.

The Team Leader plans and coordinates the personnel induction package, develops operating methods and tools, and supports their implementation. The role includes mapping, identifying, and anticipating personnel competence needs together with the HR Manager and supervisors. The Team Leader coordinates the production of the liikelaitos's own induction material and utilizes the common induction material of the employment area and the city. Supporting and developing the organization's work culture is also part of the task.

The Team Leader's team includes self-coaches acting as internal substitutes, who, during short-term absences and customer service peak periods, work as needed either in the role of a client advisor or in various personal client service teams in the role of a self-coach or an integration self-coach. Internal substitutes also handle particularly challenging client cases through shared responsibility. The supervisor's task is to guide, coordinate, and develop this activity together with the internal substitutes and other Team Leaders. Additionally, the supervisor supports and resolves the progress of particularly challenging client cases within their responsibility together with the internal substitutes. The team also includes customer service trainers who primarily train new personnel starting in employment services in customer service tasks and operating methods, the legislation used in the work, and information systems. If necessary, existing personnel are also trained if there is a need for updating competence. The Team Leader, together with the customer service trainers and other Team Leaders, guides, coordinates, and develops this entity as well.

The qualification for the position is a suitable higher education degree.

Additionally, proficiency in English, experience in the field of labor authority tasks and the legislation guiding the work, as well as experience in leading work and teams, are required.
