Opus People Solutions are hiring for a Financial Services Manager within our Local Authority client based in Redditch.

The role is 37 hours per week, offering hybrid working (1 day on-site per week), with a contract length of 6 months+. Please see a high-level overview of what the position involves below:

  • Leading the Financial Services function across a shared service arrangement supporting two sovereign councils
  • Managing Finance, Payroll, Exchequer and Insurance teams and ensuring effective day-to-day service delivery
  • Supporting the development of long-term financial planning and ensuring resources are aligned to corporate priorities
  • Overseeing annual budget setting, budget monitoring and financial performance reporting
  • Managing capital programmes, capital accounting and treasury management activities
  • Supporting the production of statutory accounts and leading finance input into the year-end closedown process
  • Providing financial advice and challenge to senior managers, directors and elected members
  • Preparing and presenting reports to committees, senior leadership teams and key stakeholders
  • Leading on risk management activities and supporting the maintenance of corporate risk registers
  • Driving continuous improvement, value for money initiatives and the development of financial systems and processes
  • Supporting both internal and external audit requirements and ensuring strong financial governance and controls

The ideal candidate will have experience with:

  • Significant post-qualification experience within a Local Government finance environment
  • CIPFA or other CCAB qualification (or significant progress towards qualification)
  • Managing and developing finance teams and overseeing service delivery
  • Revenue and capital budget setting, monitoring and financial planning
  • Statutory accounts preparation, year-end closedown and external audit processes
  • Treasury management, capital accounting and financial governance
  • Risk management frameworks and corporate risk reporting
  • Developing or improving computerised financial systems and processes
  • Producing and presenting reports to senior officers, elected members and committees
  • Building strong relationships with stakeholders across complex organisations
  • Providing strategic financial advice to senior leadership teams
