Public Tender Officer
Public Tender Officers are required for the General Directorate of Finance, Planning and Development of the International University of Greece, for two-year, six-month, or five-day work assignments. Specifically, the service includes: Support for the Service in recording the needs of the Academic Departments, grouping their needs, and promoting tender processes where deemed necessary. This includes communication with the Academic Departments and the extraction and recording of their needs from an electronic platform developed by ΔΙΠΑΕ. Support for the Service in implementing the necessary preparatory actions for conducting the project auction processes (preparation of draft calls for tender, draft contracts and draft financial offers, ΕΕΕΣ, etc.). Support in the evaluation of public contract files. More specifically, this service activity includes the preparation of standard document templates, as well as the procedures and decisions for the competent committees. Administration, technical support, and monitoring of the smooth procurement process of the Financial Service. Technical support in the uploading of acts to the relevant platforms (Διαύγεια), which includes all necessary actions to ensure the successful uploading of documents to the platforms https://diavgeia.gov.gr/, http://www.eprocurement.gov.gr/, as well as on the University website to ensure public information. Specialized support for the General Directorate of Finance, Planning and Development of the University in market research for procurement sub-projects. Support in the conclusion of programmatic contracts, if required. Maintenance of electronic files for the above processes, supporting documents, and records. Maintenance of statistical data regarding the execution of the budget for the procurement of goods and services. Required Qualifications: Two (2) persons with the following qualifications are required: One (1) person who possesses: A degree from an Α.Ε.Ι. or ΤΕ Ι. A postgraduate degree in a related field of study. Experience in public procedures. Knowledge and experience are required in matters such as: tenders, procurements, public contract management, public sector legislation, etc. Experience in the planning, organization, and implementation of projects and in the drafting of Technical Project Sheets in development and research programs. Experience with the Integrated Information System (ΟΠΣ). Excellent knowledge of the English language. Minimum of five (5) years of experience in similar projects and services. One (1) person who possesses: A degree from an Α.Ε.Ι. or ΤΕΙ. Experience in public procedures. Knowledge and experience are required in matters such as: tenders, procurements, public contract management, public sector legislation, etc. Experience in the planning, organization, and implementation of projects and in the drafting of Technical Project Sheets in development and research programs. Experience with the Integrated Information System (ΟΠΣ). Excellent knowledge of the English language. Minimum of one (1) year of experience in similar projects and services.
