Purpose of the Role:

Provide high quality and comprehensive support to the service user to empower them to plan, work towards and achieve their outcomes.

Working effectively individually and as part of a team, to achieve service outcomes and actively contribute to the development and smooth running of the service in accordance with local policies procedures and legislation.

Deliver a tenure blind, wholesome place and people offer for residents living in defined communities and localities identifying the most vulnerable ones and support as appropriate and ensuring the needs of the wider community are met.

Work with targeted estate management plans with the aim to improve the place, communities and neighbourhoods and deliver better outcomes for residents.

Provide housing management, support services and manage a complex casework specialising in all people related issues including but not limited to safeguarding, domestic abuse, mental health, children and young people support, older people support, hoarding, property condition, mediation and dispute resolution, anti-social behaviour, alcohol and substance misuse and troubled families. Provide emergency response.

Provide property management function meeting all health and safety and residents’ safety requirement. Carry out testing and regular inspections of dwellings, blocks and estates, raise repairs and follow through to satisfactory completion.

Be part of a highly visible team working mostly in community, remotely and via face-to-face contacts with residents. Display respect at all times, get things done and own the matter to its conclusion.

To deliver an excellent and proactive housing management service to tenants with a high level of presence and visibility on designated patches, whilst delivering high performance. To be responsible for consulting with residents, members and senior officers with regards to housing management issues. To support tenancy sustainment with a focus on vulnerable residents. tenancies. To work with residents so that they are satisfied with their home and local environment and to be active members of their community. Estate and block inspections Client other services to ensure high quality services are provided. Must work to meet the Competence and Conduct Standard set by the RSH (see point 5 in the accountabilities section below). Otain Trusted Assessor status for minor aida & adaptations.

Some supervisory responsibility and where required, would be expected to assist with the induction of staff, on the job training of colleagues and students (work experience), and the allocation and checking of work.

Nature of reporting relationship between post holder and line manager:

The postholder will act as the deputy to the Neighbourhood Manager in all aspects of Housing Management Services.

The postholder will be responsible for maintaining effective relationships with individuals and bodies (internal and external). The list below is not exhaustive:

To maintain a clear understanding of the objectives, direction and development of the service area to meet changing needs, with particular emphasis on customer relations, continuous service improvement and ensuring that a positive image of the Council is portrayed at all times. H

To contribute towards the development of a culture within the service which is customer focussed, committed to ensuring value for money and to provide a high standard of customer service, health and safety and the Council’s core values. H

Provide a high-quality place-based tenancy management service, supporting residents to comply with their tenancy and lease conditions, ensure support plans and health and safety and residents’ safety requirements are met, consult with residents, members and senior officers with regards to support, tenancy sustainment and housing management issues. Create and implement place management plans that benefit the community and improve the neighbourhood. H

Manage complex casework and provide housing support services to residents in the community working. Manage all aspects of people related issues including but not limited to safeguarding, domestic abuse, mental health, children and young people support, support for the elderly, hoarding, property condition, mediation and dispute resolution, anti-social behaviour, alcohol and substance misuse and troubled families. Display respect, get things done and own the matter to its conclusion. Work in partnerships. H

Provide property management function ensuring that all health and safety, residents’ safety, testing and regular inspections are undertaken, relevant repairs are undertaken and that the properties, blocks, schemes and estates are compliant with prevailing legislation and regulations. H
