Director for Shared Services Procurement
This position is located in the Office of Acquisition Management (OAM), within the Office of the Secretary (OS) at the Department of Commerce (DOC). The incumbent of this position will be responsible for the full lifecycle, end-to-end acquisition services for the OS and DOC bureaus that do not have procurement authority.
Major duties
The Director for Shared Services Procurement will work closely with the OAM Director in managing and executing DOC's acquisition portfolio. Duties include: Leading an innovative federal contracting model relying on process efficiencies and economies of scale Overseeing execution of competition management, acquisition planning, and business and contract strategy Complying with federal acquisition statutes, regulations, and policies Providing full life-cycle acquisition support services to stakeholders across the Department Negotiating purchasing instruments that drive the costs of supplies and services lower and/or value higher in support of public interest Creating a collaborative environment with technical, legal, finance, and acquisition representatives to achieve higher success rates Monitoring contracting activity performance and resolving problems to ensure service level agreements are met Managing the Department's strategic sourcing portfolio and optimizing it as needed to maximize return on investment

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated knowledge of acquisition statutes, regulations, principles, policies, and procedures sufficient to provide oversight, administration and leadership of a substantial acquisition program and procurement organization. Proven ability to lead, develop and manage acquisition professionals to deliver successful mission outcomes. Demonstrated experience and understanding of strategic sourcing and strategic sourcing portfolio management (in excess of $100 million) and developing, refining, and executing acquisition strategies across a functionally diverse enterprise. Proven ability to collaborate with and lead acquisition professionals, program leaders, and stakeholders to optimize sourcing solutions, enhance procurement outcomes, and deliver measurable value to government entities.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the technical qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency-This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence-This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People-This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results-This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.

Education
This position does not have a positive education requirement. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Requirements
- Must be a U.S. citizen or national.
