Transportation Industry Analyst (Open to both U.S. Citizens and Federal Employees)
The U.S. Department of Transportation's Office of Aviation Analysis seeks a Transportation Industry Analyst to serve as a Senior Analyst in the Competition and Policy Analysis Division to coordinate and/or perform aviation analysis and research that involves highly technical and complex analytical and evaluative studies on the airline industry's regulatory requirements, proposals, agreements, contracts, mergers practices, economics and operations.
Major duties
As a Transportation Industry Analyst, you will: Advise Departmental leadership on highly complex studies, issues, and evaluations of proceedings regarding airline competition and program issues, formulating technical background materials, position papers, and analytical research to provide expert policy recommendations to Departmental Officials. Oversee and/or perform in-depth economic evaluations of complex formal and informal proceedings, international route selection cases, alliance applications for antitrust immunity, and allegations of unfair methods of competition or deceptive practices. Analyze and monitor domestic and international airline operating and competitive structures, evaluating air carrier costs, fares, service patterns, traffic trends, marketing agreements, and merger/acquisition proposals. Forecast economic impacts and market outcomes using economic modeling to assess the effects of strategic global airline alliances on competition, market shares, fare structures, and routing patterns. Develop analytical materials to support the formulation, administration, and design of the Department's aviation policies, programs, and plans, and initiate and draft rulemakings to implement major aviation policy initiatives. The ideal candidate is a highly-motivated, creative, resourceful, mid-or senior-level professional who has comprehensive knowledge of economic theories and practices, such as the operational and competitive structures of the domestic and international airline industries; expertise in designing complex statistical research studies and building or automating datasets using data management tools to analyze airline market shares, fare structures, and global alliance impacts; and analyzing and forecasting economic impacts and market outcomes though the development of economic models to aid in policy decision making and new data systems.
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience developing and conducting analyses of economic, operational, or financial data and preparing reports on transportation industry issues; AND Experience utilizing business intelligence, statistical methods or techniques to compile and analyze data points related to revenue, cost, or market demand trends of transportation industries; AND Experience monitoring transportation financial performance data using statistical tools or relational databases and presenting findings to relevant audience (e.g. multilateral organizations, transportation industry groups, and/or government officials, etc.). To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Experience coordinating and/or designing quantitative competitive analysis using aviation economic, operational, or financial (statistical) data to prepare reports evaluating transportation industry economic issues; AND Experience coordinating and/or designing analyses of commercial airline revenue, cost, demand, or supply by applying business intelligence or standard statistical methods or econometric techniques to identify carrier responses to broad business-economic trends; AND Experience articulating statistical findings to multilateral organizations, transportation industry groups, and/or government officials and advising on the impact of these findings on regulation and policy. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Transportation - Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits. Written/Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial). In addition, to the KSAs listed above, the following KSA is required for Grade 14: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
