This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia.

Major duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Equal Employment Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Providing administrative and technical supervision; Establishing guidelines and performance expectations for staff members. Serving as a technical expert on the EEO program, policy and/or practices. Analyzing and evaluating case materials to establish the facts and circumstances surrounding the complaint. If necessary, initiating further investigations to obtain data needed to clarify or establish the facts and issues involved. Applying legal principles and analytical methods to facts and issues, to determine if discrimination occurred. Managing the Departments class action and conflict case programs. Leading the EEO Audit program within Office of Equal Employment Opportunity and Strategic Engagement and Partnerships (EEOSP) to ensure the Office is implementing the regulations and HHS policies properly.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  • Leading or supervising an EEO program or major program component, including directing staff, establishing priorities, and managing workload or resources.
  • Interpreting and applying Federal EEO laws, regulations, policies, and legal precedent to advise senior officials and address complex EEO matters.
  • Overseeing, investigating, or adjudicating complex Federal EEO complaints, including analyzing case records, drafting letters of acceptance or dismissals, and preparing, reviewing, or approving investigative summaries, Final Agency Decisions or comparable determinations.
  • Analyzing and resolving complex EEO matters, such as class complaints, conflict cases, settlement-compliance disputes, or other novel or precedent-setting issues.
  • Conducting or directing EEO program audits, compliance reviews, or evaluations and developing recommendations to correct deficiencies and improve program effectiveness.
