FINANCIAL MANAGEMENT ANALYST
This position is located in the Office of the Under Secretary of War, Comptroller, Budget and Appropriations Affairs (OUSD(C)(BAA)) and is responsible for assisting the USD(C) in ensuring Senate and House of Representatives Committees on Appropriations are informed in a timely manner regarding all matters relating to the budgetary, fiscal and analytical activities of the DoD that are under the supervision of the USD(C).
Major duties

Incumbents typical work assignments may include the following: Researches, analyzes, and organizes facts and materials to develop various written or other materials, related to the Department's budget, financial management programs, and as required, legislative priorities. Prepares the Secretary of War, Deputy Secretary and DoW senior leadership for posture hearings, budget rollout briefings, appropriations and audit related hearings and congressional engagements with key Members and staff. Coordinates required financial data and analyses to respond to congressional data requests relating to budgetary data. Manages congressional tracking, drafting, coordinating, and archiving of congressional reports, requests for information, and engagements. Engages Members of Congress and Congressional Staff on Department of War budgetary matters and defense appropriations.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Advising on all phases of the federal budget; 2) Analyzing financial management data and trends; 3) Assisting with short- or long-term budget forecasting; and 4) Engaging Congress and collecting relevant information that supports department legislative priorities. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Advising on all phases of the federal budget process; 2) Assisting with strategies for the solution of financial management problems; 3) Interpreting policies related to financial management; 4) Engaging Members of Congress and congressional staff directly with senior defense officials; and 5) Analyzing legislative bills and reports. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Advising on all phases of the federal budget process; 2) Developing or interpreting financial policies and formulation; 3) Directing or monitoring analyses of financial management data and trends; 4) Working closely with Members of Congress and professional staff to communicate department priorities and collect pertinent congressional information; and 5) Review and analyze legislative bills and reports to determine, coordinate and action congressional reporting requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
