SENIOR INTERNATIONAL ISSUES ANALYST (TEMPORARY PROMOTION/DETAIL NOT-TO-EXCEED 1 YEAR)
The incumbent accomplishes U.S. goals in Codex, promotes U.S. Codex positions, educates the public on Codex activities, enhances and assesses public participation in the Codex process, and supports efforts to harmonize the development of international and U.S. food standards. This is a 1 year detail/temporary promotion. This assignment may be ended earlier or extended, based on management's needs. It may also be made permanent without further competition.
Major duties
- Leads interagency and U.S. Codex Office colleagues in team efforts to formulate plans and procedures for accomplishing the U.S. Government’s objectives related to Codex.
- Provides the U.S. Codex Executive Director and Deputy Manager with accurate and reliable information, analyses, and advice on the intersection of U.S. food safety and trade policy interests.
- Serves as the U.S. Delegate (Head of Delegation) to certain Codex Committees.
- Plans for the efficient deployment of resources needed for the successful conduct of Codex committee meetings hosted by the U.S. Codex Office on behalf of the United States Government.
- Analyzes innovative technologies being deployed in agricultural production in the United States and other major agricultural exporting countries.
- Advises on risk management options for addressing emerging food safety concerns such as those associated with chemical residues, additives, contaminants, and pathogens.
- Actively participates in and provides critical analyses to inform key decision-making sessions conducted by USDA executives and interagency groups.
- Represents and speaks on behalf of the United States at international and multilateral meetings as well as outreach events, industry and consumer group meetings, and other engagements such as conferences.
- Exercises skill in conciliation, negotiation, and persuasion with individuals of diverse backgrounds to achieve consensus, including through reaching compromises or agreements for the best outcomes possible aligned with U.S. government positions.
- Manages interagency coordination and collaboration with senior U.S. delegates and stakeholders to develop and recommend U.S. Government positions on international food safety and food quality standard-setting.
- Leads development and implementation of strategies for international outreach activities to build the capacity of other countries to engage in Codex.
- Executes planning and preparation for Codex Executive Committee and Codex Alimentarius Commission meetings by preparing U.S. positions and briefing notes and executing timely and appropriate outreach, garnering support for U.S. positions.
Qualifications

To be considered for this position as a DETAIL at the GS-15 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for. To qualify for this position as a TEMPORARY PROMOTION at the GS-15 grade level, you must possess the following minimum qualifications by the announcement close date: Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Minimum Qualifications: Applicants must meet the Specialized Experience requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For the GS-15 level Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-14 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience heading/leading U.S. Delegations in international and multi-lateral organizations; conveying U.S. positions to a variety of stakeholders including senior leaders, international or interorganizational counterparts, and multi-lateral organizations; and providing expert policy advice on major issues in food safety standard-setting, fair trade, agriculture, nutrition, public health, animal health, and international trade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
