This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, headquartered in Washington, District of Columbia. Major duties

As a Lead Budget Analyst, you will: Serve as Senior Budget Analyst with responsibility for advising and executing budget operations, including budget formulation and execution; interpret OMB, Treasury, HHS, and Congressional regulations, directives, and policies; and review and formulate budget policy and guidance for significant organizational components and multi-year programs. Analyze and consolidate financial data to assess the financial status of major programs, compare actual expenses with plans, makes projections, identify necessary adjustments to maintain program balance, and analyze the effects of budgetary actions on program viability and objectives. Lead the Financial Resources Management Division team by assigning, reviewing, distributing, and balancing work; provide advice, guidance, coaching, and training; and represent OASH in meetings to present recommendations and assist in explaining and defending financial status, budget proposals, and program objectives.

Qualifications

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Performing federal budget formulation, execution, and financial management for large-scale programs, including interpreting and applying Office of Management and Budget (OMB), congressional, and agency requirements to develop budget guidance and recommendations. Analyzing complex financial and budget data to identify trends, assess program viability, and recommend corrective or strategic actions to maintain fiscal balance and support organizational priorities. Leading and coaching analysts, assigning and reviewing work, and presenting, justifying, and defending budget proposals, financial recommendations, and program objectives to senior management and external stakeholders.
