You will serve as a Supply System Analyst in the Supply Division, Code 340400 of NAVAL RESEARCH LABORATORY.

Major duties

  • You will serve as the authoritative source of knowledge, advice, and counsel to the Purchase Card Program participants and division managers on all purchase card matters.
  • You will provide analysis, oversight and technical guidance for the Government Credit Card Purchase Program in the areas of procurement; contract administration; policies/practices/procedures; bill paying; disputes; and the bankcard system.
  • You will provide management with analysis and recommendations for use in purchase cared policy and is responsible for outside participation with DoD and Navy personnel for various projects to improve the Purchase Card Program.
  • You will be responsible for interpreting the everchanging myriad of regulations/instructions and promulgating this information via various mediums (e.g. manual, website, email, verbally) and ensuring proper training of all participants.
  • You will serve as the first line supervisor and will be responsible for establishing objectives, providing training, and reviewing work.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Managing a large Government Purchase Card Program as an Agency Program Coordinator (APC), including oversight of cardholder accounts, approving officials, spending limits, and program operations; 2) Applying and interpreting Government Purchase Card laws, regulations, policies, and procedures to provide authoritative guidance, resolve compliance issues, and develop or update local program instructions; 3) Conducting purchase-card oversight and compliance reviews, including transaction audits; identification and resolution of improper, delinquent, disputed, or unfinalized transactions; corrective actions; and support for internal or external audits; and 4) Developing and delivering Purchase Card Program training for cardholders and approving officials, while communicating effectively with managers, customers, oversight organizations, and other stakeholders.
