Head Of Scrutiny & Assurance
NuStaff are currently recruiting an interim Head of Scrutiny and Assurance for the Office of the Police and Crime Commissioner (OPCC) for North Wales. Reporting to the Chief Executive, you will help the Commissioner hold the Chief Constable to account and give the public real confidence in local policing. The role You will lead the OPCC's scrutiny and planning functions. That includes overseeing the development of the Police and Crime Plan and tracking its delivery against agreed priorities. You will make sure the Commissioner has the advice, information and early warning of performance issues needed to scrutinise the Force effectively. You will also provide assurance to the Police and Crime Panel and the public. Key responsibilities Lead, manage and develop a team of Scrutiny/Policy Officers and an Analyst, keeping their work joined up and responsive to changing objectives Advise the Commissioner on key areas for scrutiny, including criminal justice, Force performance, equality and complaints, and maintain a robust scrutiny framework Work with the Force to make sure performance information stays fit for purpose and supports transparency Lead on partnership working, making sure projects and partners are aligned with the Police and Crime Plan Help the Chief Executive shape the Commissioner's position on inspection reports, consultations and policy developments affecting policing Develop, evaluate and implement policy, and carry out environmental scanning to inform planning Manage project budgets within the scrutiny portfolio and work with the Chief Finance Officer and Commissioning Team to secure value for money Work with the Head of Communications and Engagement so community and stakeholder views feed into policy and planning Represent the OPCC at local, regional and national meetings About you Essential: Degree-level education, or equivalent proven experience at a strategic level in a complex public sector organisation Experience of corporate governance and performance management Experience of designing, implementing and monitoring performance frameworks A track record of influencing public policy and building strong stakeholder relationships In-depth knowledge of strategic planning tools and techniques Proven leadership, with the ability to motivate and delegate An understanding of the function of the OPCC Strong values of equality and social justice, and a passion for public services Welsh language skills at Level 3 (spoken and written), with a commitment to reach Level 4 within 12 months of appointment Desirable: A postgraduate qualification in business administration, or equivalent professional experience Experience of managing complex stakeholder relationships with a high degree of political awareness Excellent organisational skills and the ability to prioritise under pressure Advanced Microsoft Office skills and an understanding of publishing information online You will need access to transport, as the role involves travel across the Force area and occasionally beyond. Some evening and weekend meetings may be required.
