IT Specialist (SYSANALYSIS)

This position is located in Division of Service Delivery and Operations. The supervisor is Robert Heard. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Major duties

The successful candidate will perform the full range of duties as an IT Specialist (SYSANALYSIS). Such duties include but are not limited to: Provide consultation, analysis, planning, development, integration, and maintenance of desktop, server, network, and application systems within the agency's enterprise IT environment. Oversee IT infrastructure projects, including development of technical standards, configurations, and integration requirements, and coordinate contractor support. Conduct cost estimates; prepare statements of work and acquisition-related documentation. Develop and maintain project plans and schedules for IT infrastructure initiatives; prioritize tasks; adjust timelines in response to new requirements or changing priorities. Support the release management process by maintaining a 12-month upgrade forecast, coordinating office requirements, validating new software components, and preparing automated desktop upgrades. Provide program input for IT strategic planning and budgeting to support enterprise-level technology initiatives. Manage task orders and Blanket Purchase Agreement calls as part of COR responsibilities; oversee operations and maintenance of IT infrastructure projects; ensure compliance with cost, schedule, and performance requirements. Submit IT system and infrastructure change requests; prepare impact assessments; support coordination and testing through the Change Control Board. Establish points of contact with other government agencies, private industry, academic institutions, and consulting firms to support information exchange and best-practice adoption.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The SPECIALIZED EXPERIENCE is defined as: Leading complex IT infrastructure projects, managing enterprise Windows environments, and directing security-critical patching and system upgrades across an organization. Serving as a Contracting Officer's Representative (COR), Project Officer, or functional lead responsible for developing statements of work (SOWs), preparing independent government cost estimates (IGCEs), evaluating technical proposals, and managing project budgets and full lifecycles. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
