The primary purpose of this position is: To serve as the program security manager for the Director, HQ USAF Deputy Chief of Staff (DCS) Operations Support Division (AF/A33P), providing oversight and management of multiple security disciplines (information, personnel, physical, computer, operations and communications security).
Major duties
Duty 1: Serves as the senior technical authority and Program Security Manager for the HQ USAF Deputy Chief of Staff (DCS) Operations Support Division (AF/A33P), responsible for managing access and handling of Special Access Programs (SAP), Alternative Compensatory Control Measures (ACCM) and highly sensitive policy, technology, and information. Duty 2: Responsible for development and management of SAP and ACCM information security programs. Duty 3: Responsible for development and management of the SAP and ACCM personnel security program. Duty 4: Responsible for development and management of the SAP and ACCM industrial security program. Duty 5: Responsible for development and management of the SAP and ACCM physical security program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying extensive knowledge of all aspects of SAP security management to include personnel, physical, information, operations, communications, and classification management to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of SAP and ACCM security management to include personnel, physical, information, operations, communications, and classification management to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 2. Knowledge of DoD special access program and alternate compensatory control measures capability requirements and their factors/considerations, analysis of same, determination of improvement options for execution, and related policy/guidance. 3. Knowledge of Air Force or DoD operations that enables the incumbent to analyze, articulate and advocate for SAP capabilities in support of mission objectives. 4. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 5. Knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships for facilitating effective advancement of Air Force capabilities. 6. Skill in applying advanced analytical and evaluative methodologies to conduct comprehensive threat, vulnerability, and risk assessments, and to formulate innovative security countermeasures for complex Special Access Programs (SAP) and Alternative Compensatory Control Measures (ACCM). 7. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions with respect to mission set, direct staff studies for general officer review, and facilitate the condensing of extremely technical input into layman's terms without altering basic content. Other significant facts pertaining to this position are: 1. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). 2. Must be able to obtain and maintain access to Special Access Programs (SAP) and Alternative Compensatory Control Measures (ACCM) and highly desired. 3. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. 5. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. 6. Must be able to obtain and maintain current official passport. 7. A Bachelor's Degree or higher is highly desired. Physical Demands Work is primarily sedentary. No special physical demands are required. Typically, the employee sits comfortably to perform the work. However, there may be some walking, standing, bending and carrying of light items (e.g. papers, books). Travel throughout the U.S. and OCONUS to participate in meetings, working groups, committees, and coordinate activities is required. Travel time can vary up to 21 hours. Work Environment Work is performed in a safe office environment with adequate light and ventilation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
