Project Control Manager
Your tasks
Establish integrated schedule, progress and cost baselines, forecast delays and overruns arising from permits, marine resources and engineering interfaces, and provide traceable information for management decisions. Reports to the Project Manager and coordinates planning, cost, progress measurement and project reporting.
- Establish the work breakdown structure (WBS), schedule hierarchy and coding across engineering, procurement, permits, mobilisation, shore/offshore construction, pre-commissioning, acceptance and demobilisation.
- Maintain critical path, logic, resources and calendars; integrate approvals, customs, vessel/equipment availability, weather, tides and site access into constraints and risk reviews.
- Plan phased vessel mobilisation, standby and return visits; identify dependencies on floating liquefied natural gas (FLNG) facility positioning and mooring for terminal tie-in.
- Define progress measurement and earned value management (EVM) rules; verify quantities and acceptance records, avoiding time-based or unaccepted work being treated as completed progress.
- Maintain budget, commitments, actual cost and estimate at completion (EAC), analysing vessel rates, subcontracting, materials, logistics and rework variances.
- Issue daily, weekly and monthly reports, lookaheads and forecasts; evaluate recovery/resource options, their feasibility and incremental cost.
- Record changes, delays and standby events; prepare time-impact analysis, claims support and payment-quantity evidence with version and approval control.
- Coordinate payment/funding forecasts with Finance, acceptance evidence with Quality Assurance and Quality Control (QA/QC) and approval milestones with the Permitting and External Relations Manager; archive closeout data.
Requirements
- Degree in engineering, construction management, quantity surveying or a related field, or equivalent project-controls credentials.
2.Fifteen (15) years of project planning control experience including at least five (5) years in oil and gas facilities with a minimum of 2 (two) years in project services management position.
- Proficiency in Primavera P6 or Microsoft Project, independently building logic-linked schedules and explaining critical paths, resource constraints and baseline changes.
- Strong Excel progress/cost analysis; distinguish budget, commitments, actuals, forecasts and cash payments without presenting forecasts as payments made.
- Competence in quantity measurement, EVM, EAC, time-impact and change analysis, using construction logs, inspection records and contracts as evidence.
6.Strong analytical abilities, expertise in project planning, cost control, scheduling, reporting, and a comprehensive understanding of oil and gas project controls.
- Working English for independent reporting and schedule/cost discussions; willingness to visit sites, with strong data-checking and document-control discipline.
Preferred experience and qualifications
- Pipelay, HDD, offshore installation and vessel-charter cost-control experience.
- Indonesian projects, phased mobilisation, permit-driven scheduling and client progress submissions.
- Working Mandarin preferred; Bahasa Indonesia is an additional advantage. Relevant cost, quantity-surveying or project-management qualification preferred.
Other
Lack of Mandarin or Bahasa Indonesia is not an automatic rejection. Professional competence and working English take priority.
