Permitting & External Relations PIC
Lead the permit lifecycle and external relations, ensuring readiness for the correct applicant entity, vessel flag, personnel-entry route and work scope, while resolving external constraints and maintaining site access and constructive stakeholder relationships. Reports to the Project Manager and coordinates Indonesian partners, compliance advisers, ship agents, customs brokers and local external interfaces. Key responsibilities
- Establish permit applicability and responsibility matrices, distinguishing client, consortium, vessel-owner and subcontractor duties; verify approved scope, validity and executing entity.
- Integrate corporate, personnel, vessel/equipment, marine/environment/site and acceptance/demobilisation approvals into backward plans; track preparation, submission, clarification, approval, renewal and closure with Project Controls.
- Coordinate Online Single Submission (OSS) business registration number (NIB), business classification (KBLI) and applicable Standard Certificate verification; review executing qualifications of diving, survey and other specialists.
- Coordinate vessel arrival/operation, navigational notices, statutory and competency evidence with owners, agents and port/maritime offices; arrange temporary import, clearance and re-export with customs brokers.
- Coordinate foreign manpower utilisation plan (RPTKA) and applicable work/stay authorisations with Human Resources (HR) and immigration providers; distinguish direct vessel arrival, air-entry vessel joiners and shore staff, managing rosters and renewals.
- Progress approval for conformity of marine-space utilisation activities (PKKPRL), environmental and land interfaces; obtain client-owned approvals and coordinate entry/equipment/personnel evidence with Health, Safety and Environment (HSE) and Quality Assurance and Quality Control (QA/QC).
- Maintain relations with local government, port/maritime offices, communities, land-right holders, fishers and local partners; convene meetings and record issues, commitments and owners.
- Resolve access blockages, grievances, road/marine-use conflicts and port/customs exceptions; establish facts and impacts, propose lawful actions, escalate promptly and close issues in writing.
- Control external-service contracts, official fees and adviser deliverables within delegated authority; observe anti-bribery requirements and avoid unauthorised compensation or approval commitments.
- Coordinate renewals, personnel exit, re-export and acceptance-support documentation; maintain complete records and promptly notify management and construction teams of permit gaps.
Requirement
- Degree in law, public administration, international relations, business, maritime studies or a related field, or equivalent permitting/external-relations credentials.
- At least eight years in Indonesian oil and gas, offshore, port or major-infrastructure permitting and external relations, including three years as Manager or accountable interface lead.
- Practical interfaces with Indonesian permits, ports/maritime, customs and foreign-personnel administration; determine requirements by entity, flag and work scope rather than visa-only experience.
- Proven submissions, clarification and approval tracking; ability to verify licences and service-provider outputs and maintain prerequisite/expiry registers.
- Community, land, fishery or site-access coordination and work-blockage resolution experience, with negotiation, evidence preservation and timely escalation under pressure.
- Professional Bahasa Indonesia for government/community engagement, documents and field negotiation; professional English for client meetings, registers and reports is required.
- Willingness to be based at remote sites and travel frequently, with integrity, confidentiality, cost discipline and legal Indonesian work eligibility for the agreed employment.
Preferred experience and qualifications
- Pipelay, HDD, offshore installation and vessel-charter cost-control experience.
- Indonesian projects, phased mobilisation, permit-driven scheduling and client progress submissions.
- Working Mandarin preferred; Bahasa Indonesia is an additional advantage. Relevant cost, quantity-surveying or project-management qualification preferred.
Lack of Mandarin or Bahasa Indonesia is not an automatic rejection. Professional competence and working English take priority.
