ADMINISTRATIVE/TECHNICAL SPECIALIST

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a recognized Subject Matter Expert (SME) and Senior Business Financial Manager for Corporate Service Cost Center (SCC) in the Comptroller Department, Financial Analytics & Operations Division, Financial Analytics Branch (Code 01X1) of the Naval Surface Warfare Center Dahlgren Division.

Major duties

• You will act as the principal financial advisor for this SCC to the Deputy Comptroller, Comptroller, Head of Corporate Operations and other executive stakeholders.
• You will exercise independent judgment to strongly influence multi-million dollar spending decisions, strategically guiding command resource allocation and long-term financial planning.
• You will maintain authoritative oversight of the financial lifecycle for the SCC budget.
• You will direct the financial execution, modeling, and strategic planning of the Dahlgren Division Corporate Service Cost Centers (SCCs) within Navy ERP.
• You will autonomously set corporate rates, develop comprehensive budgets, and execut rigorous forecasting models, ensuring complete financial adherence to statutory guidance and command objectives.
• You will serve as technical authority to solve complex problems and ensure recommendations are consistent with financial management regulation and policy.
• You will by interpret broad Department of Navy (DON) and DoD financial regulations to influence local processes to ensure compliance and meet Financial Improvement Audit Remediation (FIAR) targets.
• You will ensuring auditability of SCC by leveraging automated analytics and innovative sampling techniques to identify vulnerabilities, correct master data deficiencies, and enforce robust internal controls.
• You will regularly brief Senior Leadership regarding financial metrics, rates, projections and strategic efforts.
• You will perform and maintain NAVY ERP master data functions such as yearly costing sheets/activity type rate submissions, and financial structure management for reorganizations within Dahlgren Division.
• You will manage data analytics efforts to develop plans, dashboards, reports and tools that will be utilized by all levels of the workforce to include senior leaders.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying an extensive knowledge of Working Capital Funds and Dahlgren Division business processes and policies; in-depth experience and understanding of Service Cost Center (SCC) methodologies and appropriation law; extensive experience and knowledge of Enterprise Research Planning (ERP), Integrated Budget Planning and Execution System (IBPES) and other financial management systems; and briefing to all levels of the organization, especially senior leadership. Examples of qualifying experience may include (1) knowledge of budgeting, and financial management systems; (2) skill in all types of communication, researching, identifying problems, recommending effective solutions, and implementing strategic plans; (3) ability to apply fiscal law, evaluate budget and analyze financial data.
