SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR EMPLOYEE RELATIONS)
You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Business Directorate, Total Force, Civilian Human Resources Division of NAVFAC OSF.
Major duties
- You will direct the continuous analysis and evaluation of newly enacted Federal personnel laws, Office of Personnel Management (OPM) mandates, and Department of War (DoW) / Department of the Navy (DON) regulations.
- You will drive the design and execution of complex, enterprise-wide workforce relations programs.
- You will provide comprehensive, authoritative consultation to NAVFAC Headquarters, echelon 3 and 4 commanders, HRO Directors, and field staff.
- You will develop short-, medium-, and long-range organizational goals.
- You will provide dynamic leadership in the design and oversight of new LER program initiatives and demonstration projects that advance overall organizational effectiveness.
- You will exercise full supervisory, managerial, and programmatic authority over a specialized team of senior civilian personnel experts engaged in SYSCOM-wide LER strategic planning, guidance development, and compliance assessment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising management officials on complex, controversial employee relations topics including discipline, performance management, and awards; 2) Successfully representing management's interests during complex labor relations activities within a singular union or geographic location including serving as a negotiator for collective bargaining agreements or local supplements and resolving non-routine, controversial union grievances; and 3) Developing or revising organizational directives such as standard operating procedures, operational guidance, or implementing guidance whose audience includes human resources and non-human resources professionals across a small to medium sized organization.
