You will serve as a SUPERVISORY MANAGEMENT ANALYST at Naval Technical Training Center (NTTC).

Major duties

  • You will design and implement indoctrination and out processing for all incoming and detaching students, updating and revising records as necessary ensuring adherence to all higher directives.
  • You will monitor the flow of personnel from the day of arrival to the day of transfer.
  • You will liaison with various departments and divisions, specifically legal, regarding receiving/detaching requirements, Leave and Earning Statements (LES), advance pay requests, special pay requests, W2 forms, and other student matters.
  • You will provide the daily Training Support Staff/Student muster report to Administrators while training is in session.
  • You will serve as command statistician for all numerical computations by using data that is available through the CeTARS database.
  • You will develop instruction guides, drafts directives and forms, and indoctrinates personnel on CeTARS and student pipeline management through scheduled in service training of command staff.
  • You will direct all functions of the Student Control Office to include daily assignments.
  • You will arrange and monitor proposed ADP schedules to attain optimum utilization of daily time sharing requirements.
  • You will be responsible for maintenance of automated CeTARS recall rosters, transfer rosters, and school reporting into CeTARS as well as maintenance of the student pipeline.
  • You will monitor each individual MSC student progress and provide counseling as necessary with regard to academic performance, personal behavior, payment of berthing, etc.
  • You will prepare training plans, advises and counsels employees on administrative matters, performance, problems and provides all other facets of management/supervision in a total quality environment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering student/personnel training flow and pipelines using specialized military databases (such as CeTARS, NSIPS, and Salesforce); 2) Applying naval pay, personnel, and correspondence directives (including MILPERSMAN and TRANSMAN) to process member actions; 3) Analyzing pipeline data and statistical metrics to resolve scheduling bottlenecks; 4) Coordinating administrative, travel, and logistics support for military, civilian (e.g., MSC/Merchant Marine), or international personnel; and 5) Leading, scheduling, and reviewing the daily operational work of administrative and training support staff.
