OPERATIONS TEST SPECIALIST

This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Major duties

• You will provide technical oversight on the judicious use of proficiency funding to support pilot and aircrew readiness.
• You will facilitate the negotiation and resolution of complex airspace scheduling conflicts with external partners, ensuring operational schedules optimize airspace use while maintaining safety and interoperability.
• You will contribute to the development of long-term strategic plans that influence NAWCWD and NAVAIR direction.
• You will develop long-term strategic plans related to joint airspace utilization and the management of Naval Test Pilot School (TPS) billet allocations.
• You will plan, direct, schedule, and establish priorities for all technical efforts under your jurisdiction.
• You will monitor all expenditures and oversee allocation across multiple squadrons.
• You will negotiate and resolve complex airspace scheduling conflicts with partners.
• You will prepare and deliver briefings to senior leadership, including weekly updates and recurring briefings Commanders.

Qualifications

For the DS-05 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DS-04 (GS-11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge and application of standardized policies and procedures for flight operations; 2) Familiarity with aviation policies and processes within a large, regulated environment.; 3) Demonstrated leadership skills, including effective decision-making, critical thinking, and communication; 4) Experience in flight testing, whether in a developmental or operational capacity; 5) Current qualifications to operate high-performance jet aircraft. For the DS-06 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DS-05 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert-level experience developing, authoring, and implementing standardized operating procedures, safety guidelines, and governing policies for complex aviation programs; 2) Demonstrated expertise in large-scale aviation policies and processes, with experience providing authoritative guidance and representing an organization's interests to senior leadership, external partners, and key stakeholders; 3) Senior-level leadership and advisory skills, demonstrated by independently briefing executive leaders, resolving high-stakes conflicts, and influencing strategic decisions related to aviation operations and resource management; 4) Extensive experience in flight test or a similar research and development environment, including managing complex test and evaluation projects, leading negotiations for resource allocation (such as airspace), and serving as a subject matter expert on operational testing; 5) Experience as an instructor, mentor, or recognized technical authority within a community of professional aviators, along with current qualifications to operate high-performance, multi-engine jet aircraft.
