Tribal Liaison
You will serve as a Tribal Liaison with National Park Service located in the following: Tucson, Arizona, Anchorage, Alaska and Philadelphia, Pennsylvania. This position serves as a Tribal Liaison for the Land and Water Conservation Fund (LWCF), State & Local Assistance and Urban and Recreation Recovery (UPARR) Program. These programs provide financial assistance to states and local governments for the acquisition and development of public park and recreation sites.
Major duties
Some of the major duties you will perform include but are not limited to the following: Point of contact between NPS and Native American Tribes on Land and Water Conservation Fund (LWCF) projects including government-to-government consultation responsibilites. Support and advise program managers and staff on tribal issues, concerns and opportunities related to LWCF projects. Serve as liaison between State LWCF agencies and tribes on program matters, promoting collaboration and tribal outreach. Incorporate tribal concerns into the compliance work around National Historic Preservation Act, Section 106 and the National Environmental Policy Act. Prepare written and verbal communications and reports and advise program managers.
Qualifications
All qualifications must be met by the closing date of this announcement - 10/15/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:
- Experience in collaboration across organizational boundaries and the use of consensus building, negotiating, and conflict resolution skills.
- Experience in coordinating and facilitating the efforts of disparate gropus, including grantees, state program officials, and internal regional and central program staff.
- Manage environmental compliance review of projects based on the National Historic Preservation Act, Section 106 and the National. Environmental Policy Act.
- Experience in leading government to government consultation with tribes.
You must include hours per week worked. You will receive credit for all qualifying experience, including volunteer experience.
