Industrial Relations Specialist
This position is located in the Office of Partnership and Acquisition Services, Department of Energy, National Nuclear Security Administration. As a Industrial Relations Specialist, you will be responsible for the oversight of all human resources functions for one or more Department of Energy/National Nuclear Security Agency (DOE/NNSA) Management and Operating (M&O) Contracts.
Major duties
The Industrial Relations Specialist: Develops and reviews policies and procedures relating to the implementation of human resource management programs, plans, and processes of the assigned contractor to ensure human resources for DOE/NNSA mission accomplishments are provided efficiently and effectively. Provides recommendations to senior NNSA management regarding agency-wide policy in the area of contractor human resources and provides assistance with its development and implementation. Develops and negotiates advance agreements on costs for human resources in M&O contracts including provisions regarding the reasonableness of contractors' costs and practices for salaries, pay structures, annual compensation increase plans, individual executive salaries, workforce planning and utilization, employee benefits, such as vacation, holidays, paid time off, group insurance, pensions, and employee travel and relocation. Develops and negotiates annual performance measures for contractor human resource management activities which are included in various DOE/NNSA systems used to evaluate contractors (including the Performance Evaluation Plan, Objectives Matrix, Plant Appraisal process and the Award Fee determination process). Evaluates contractor performance against the annual measures and recommends final contractor appraisal for human resources to the appropriate management panel (e.g., Award Fee Board and/or Performance Appraisal Review Board). Performs other duties, as assigned.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, NQ-02 or GS-12, in the Federal service. Specialized experience for this position is defined as applying knowledge of human resource management matters such as: employee benefits, employee compensation, pension and retirement plans, other benefit plans, labor relations, and workforce restructuring for a large organization. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
