Accountant
This position is part of the Associate Administrator for Budget and Accoutning, Financial Performance. A successful candidate in this position will serve as an Accountant, performing accounting operations, financial reporting, account reconciliations, and compliance reviews to ensure the accuracy and integrity of agency financial records in accordance with federal accounting principles and guidelines.
Major duties
This position is being advertised at both the NQ-02 and the NQ-03, with the following salaries for Albuquerque, NM. NQ-02 pay band ranges from $62, 392 thru $117,625 NQ-03 pay band ranges from $107,592 thru $165,288 As an Accountant, you will: Applies concepts, principles, and practices of accounting and financial accounting management for effective financial accounting standards and integrity of resources and programs in support of organizational priorities and decision-making. Utilizes knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Applies analysis, policy interpretation, risk assessment, evaluation of alternatives, and recommendation-making to complex budget, financial, policy, program, or resource-management issues. Represents the organization in budget meetings, briefings, and hearings to present, explain, and defend complex financial and policy information to senior leaders and external stakeholders. Prepares written budget, financial, policy, program, resource, customer, stakeholder, or oversight products that require clarity, accuracy, organization, and audience awareness.
Qualifications
All applicants must meet the Individual Occupational Requirements (basic requirements) AND Specialized experience outlined below. Individual Occupational Requirements (IOR) A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE REQUIREMENTS FOR NQ-02: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-01 or GS-07. Specialized experience for this position is defined as: applying basic accounting and financial management principles to review, verify, and reconcile routine financial transactions; assisting with the identification of discrepancies and processing standard adjustments using automated accounting systems; and compiling financial data to assist in the preparation of routine reports, schedules, and statements under general supervision. Examples of Specialized Experience, but are not limited to: 1. Reviewing routine accounting documents and transactions for accuracy, proper coding, and adequate supporting documentation. 2. Performing basic account reconciliations, identifying routine discrepancies, and entering corrective adjustments in financial systems. 3. Extracting and compiling financial data from accounting databases or spreadsheets to assist in preparing recurring financial reports. -OR- Two (2) full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree -OR - A combination of successfully completed education and specialized experience as described in the vacancy announcement. This is computed by determining the total qualifying specialized experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one full year may be used to qualify. SPECIALIZED EXPERIENCE REQUIREMENTS FOR NQ-03 A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: applying advanced theories, principles, and concepts of accounting and financial management to independently resolve complex financial issues, perform reconciliation, and conduct detailed financial analysis; analyzing and interpreting legislative and regulatory requirements, such as US Treasury, OMB, and GAO guidelines, to ensure agency compliance and implement standardized financial procedures; and leading, guiding, or reviews the work of an accounting or financial staff, including providing technical direction, coordinating daily operations, and resolving routine work-related issues. Examples of Specialized Experience include, but are not limited to: 1. Overseeing the implementation of financial accounting plans and policies from non-supervisory workers. 2. Evaluating financial operations to ensure the proper utilization of financial systems and expenses. 3. Reviewing financial reports generated by staff before presentation to senior management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
