This position is in the Transportation Management Branch, Division of Logistics Services, Office of Logistics and Acquisition Operations, Office of Acquisitions and Logistics Management, Office of Management, Office of the Director, National Institutes of Health. As the Traffic Manager, the incumbent has responsibility for planning, directing, coordinating, managing and reviewing all actions pertaining to transportation logistics support for the National Institutes of Health.

Major duties

As a Traffic Manager, your duties may include: Responsible for organizing, directing and controlling all functional areas and associated resources related to mission accomplishment. Planning, directing, coordinating, managing and reviewing all actions pertaining to transportation logistics support for the National Institutes of Health. Manages and directs all aspects of the NIH transportation program by developing and implementing strategies. Provides program oversight to assure economical and efficient operational support and integration of new or changing transportation logistics. Direct and supervises a staff of approximately 24 federal employees and multiple contract staff- including two Supervisory Transportation Management Specialists. Resolve highly complex and controversial technical and administrative problems and develop policy for guidance in future situations.

Qualifications

In order to qualify for a Traffic Management Specialist, GS-2130 position at the GS-14 level, you must meet the basic qualification requirements below. Basic Qualifications A. You must demonstrate in your resume at least one 1 year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing a multi-faceted agency-fleet program, to include fleet life cycle management, fleet maintenance contracts, ensuring compliance with federal laws through program implementation; Developing policies, procedures, and directives to establish an effective transportation and traffic management program; Managing a comprehensive domestic and international freight forwarding program, to include customs processing, management of live specimen shipping, and ensuring a timely, customer focused shipping process; Providing supervision and direction to other staff; Developing and leading administrative functions to sustain a fleet and freight forwarding program.
