Technology Transfer Agreements Specialist
NIST is seeking a Technology Transfer Agreements Specialist to negotiate technology transfer agreements, including Cooperative Research and Development Agreements, Material Transfer Agreements, and Non-Disclosure Agreements, and to provide tech transfer training and advice to NIST staff. This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Major duties
The major duties of the Technology Transfer Agreements Specialist include: Applying biological sciences expertise to support all aspects of NIST technology transfer agreement development. Providing technology transfer services, including drafting and negotiation of Cooperative Research and Development Agreements, consortia agreements, material transfer agreements, non-disclosure agreements, and research collaboration agreements. Working with external organizations, NIST researchers, and NIST attorneys to develop and execute agreements. Coordinating with assigned NIST laboratories to provide technology transfer advice and training and identify collaboration points during the research process.
Qualifications
Basic Requirements Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. In addition to the basic requirements: Applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-9 (ZP-II at NIST) level. Specialized Experience is defined as:
- Experience applying biological sciences knowledge with research collaborations between federal, academic, and industry institutions.
- Experience with tracking data elements from biological sciences research projects in a database or other organized system.
OR 3 years of progressively higher level graduate education leading to a Ph.D. OR Ph.D or equivalent doctoral degree OR A combination of graduate education and specialized experience as defined in the additional requirements Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
