Major duties
- Develops and analyzes budget estimates, execution plans, forecasts, and resource requirements; advises leadership on budget formulation, fiscal law, financial policies, and long-range resource planning.
- Serves as budget advisor for assigned programs; oversees appropriated and reimbursable funds, identifies funding shortfalls and unfunded requirements, and recommends actions to support mission execution.
- Administers commitments, obligations, and expenditures in Defense Agencies Initiative (DAI) and other financial systems; evaluates spend plans, analyzes execution trends, and recommends funding adjustments to optimize resources.
- Manages reimbursable agreements and interagency financial transactions; incorporates funding authority into allotments, develops cost models, and conducts analyses to support resource planning.
- Collaborates with stakeholders to resolve complex financial issues, improve business processes, strengthen internal controls, and promote effective resource management across the organization.
Qualifications
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 for GS-12 and GS-12 for GS-13 grade level in the Federal service. The specialized experience must be documented in your resume. Specialized experience is defined as: For the GS-12: Specialized experience is defined as experience providing budget guidance and technical assistance to managers and program officials; interpreting and applying budgetary laws, regulations, policies, and procedures; executing and monitoring direct and indirect funds; utilizing accounting, budget, and financial management systems to track and manage funds; analyzing financial data to identify trends, issues, and resource requirements; and preparing reports, and recommendations to support management and leadership decision-making. For the GS-13: Specialized experience is defined as experience independently performing budget formulation, budget execution, and financial management activities involving direct and indirect funds; monitoring and managing commitments, obligations, reimbursable orders, and expenditures within financial management systems; analyzing and interpreting large and complex financial data sets; resolving budgetary and accounting issues; and developing reports, briefings, and recommendations to support leadership in resource allocation and financial decision-making. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. Education
Education is not substitutable for specialized experience for this grade level.
