Key Responsibilities
Quality System & Compliance Monitoring
- Establish, maintain and continually improve an independent quality system and its feedback system to monitor compliance with the requirements of all applicable regulatory approvals and the organisation’s own procedures.
- Plan and execute the annual audit programme, covering both system and product audits, so that all applicable regulatory requirements and exposition procedures are reviewed at regular intervals.
- Raise findings, and drive root cause analysis, corrective and preventive actions through to follow-up and closure.
- Monitor contracted and subcontracted maintenance for compliance with contracts, work orders and applicable regulatory requirements.
- Report directly to the Accountable Manager on quality and compliance matters, and hold regular quality review meetings covering audit results, open findings and any unresolved disagreements.
Regulatory Liaison & Documentation
- Act as the primary point of contact with all competent authorities on matters relating to the organisation’s approvals, including authority audits, renewals, variations and change notifications.
- Maintain the Maintenance Organisation Exposition (MOE), any authority-specific supplements, and associated procedures. Prepare and submit amendments for acceptance or approval by the relevant authorities.
- Maintain a current library of the regulations, airworthiness notices, guidance material and approved organisation listings issued by each authority under which the organisation is approved.
- Regularly review regulatory updates from all relevant authorities, assess their impact and implement the changes needed to keep the organisation compliant.
- Ensure the organisation operates within the scope and ratings of each approval held.
Personnel Authorisation & Competence
- Assess, issue, renew, limit and revoke certification authorisations for Certifying Staff and other authorised personnel, in line with the requirements of each applicable approval.
- Supervise and direct quality and inspection audit personnel so that no defective, unserviceable or unairworthy component is released.
- Oversee human factors, continuation and recurrent training, and feed audit findings and occurrence lessons back into the training programme.
Product Quality & Supply Chain
- Ensure only components, parts, standard parts and materials acceptable to the relevant authorities are used, with full traceability and appropriate authorised release documentation.
- Evaluate and monitor suppliers, vendors and subcontractors for quality performance, and maintain the approved supplier list.
- Ensure proper segregation, mutilation and disposal of scrapped and unsalvageable parts and materials.
- Oversee the tool and equipment calibration programme.
Records & Occurrence Management
- Ensure maintenance records are complete and accurate, and are retained and archived in line with the requirements of each applicable approval.
- Coordinate the investigation and reporting of airworthiness occurrences to the relevant authorities and customers within the required timeframes, and follow up on corrective actions.
- Work with the Safety Manager on hazard identification, risk management and Safety Management System (SMS) integration.
Environment, Health & Safety (EHS)
- Establish, implement and maintain the organisation’s EHS management system and policies in compliance with the Workplace Safety and Health Act, Environmental Protection and Management Act, Fire Safety Act and other applicable Singapore regulations.
- Conduct workplace hazard identification and risk assessments, and ensure control measures are implemented, documented and reviewed regularly.
- Plan and conduct EHS inspections and audits of the workshop, stores and facilities, and track corrective actions to closure.
- Oversee the safe handling, storage, labelling and disposal of hazardous substances, chemicals, solvents and scheduled waste, and maintain up-to-date Safety Data Sheets.
- Investigate workplace accidents, incidents, near misses and dangerous occurrences, and ensure reporting to the relevant authorities within the required timeframes.
- Ensure the provision and correct use of personal protective equipment (PPE), and manage occupational health programmes such as noise and chemical exposure monitoring.
- Coordinate emergency response planning, fire drills and first aid arrangements.
- Organise EHS induction and refresher training for all staff, and lead or support the Workplace Safety and Health Committee.
- Monitor environmental performance, including waste reduction, and support ISO 14001 / ISO 45001 certification where applicable.
Management
- Lead and develop the Quality Assurance team.
- Ensure a suitably qualified deputy is nominated to cover the role during extended absence.
- Duties may be delegated to designated personnel, but responsibility remains with the Quality Manager.
Requirements
Education & Licensing
- Bachelor’s degree in Aeronautical / Aerospace / Mechanical Engineering or a related discipline (minimum requirement).
- Certification in workplace safety and health (e.g. WSH Officer / WSH Coordinator, NEBOSH or equivalent) is an advantage.
- Preferred: an Aircraft Maintenance Licence or equivalent issued by a recognised aviation authority, or previous component certifying authorisation.
Experience
- At least 8 years of aviation maintenance experience, including at least 3 years in a quality assurance role within an approved maintenance organisation.
- Previous experience as a nominated post holder or deputy is highly advantageous.
- Hands-on experience hosting audits by aviation authorities and customers.
Knowledge & Skills
- In-depth knowledge of maintenance organisation approval requirements across multiple aviation authorities, and the ability to manage several approvals within one quality system.
- Qualified internal or lead auditor (AS9100 / AS9110 / ISO 9001 preferred).
- Strong grasp of human factors, SMS, root cause analysis and CAPA methodologies.
- Working knowledge of Singapore workplace safety, health and environmental regulations, and of ISO 45001 / ISO 14001 management systems.
- Familiarity with component maintenance manuals, airworthiness directives, service bulletins and the authorised release certificates used under each applicable approval.
- Strong writing skills for exposition and procedure drafting, and the confidence to engage regulators and senior management.
- High integrity and independence of judgment.
