The Manager, HR Planning Team and Planning Team shall report to the Head of the HR & Administration Department and Section head of Planning Team. The role will act as Manager of the HR Planning Team and Planning team including the following responsibilities:

  • Coordinate and monitor the overall work of the HR Planning Team, ensuring that priorities, responsibilities and deadlines are clearly assigned and followed up.
  • Consolidate HR planning matters across MOLGSM offices and work closely with management, local HR teams, relevant departments, headquarters in Japan.
  • Develop and maintain workforce plans, headcount plans and personnel cost forecasts in alignment with the company’s business plan and organizational priorities.
  • Oversee employee master data governance, organization charts and regular HR management reporting, ensuring accuracy, consistency and timely circulation.
  • Coordinate the annual recruitment planning process, including consultation with division and department heads, consolidation of hiring needs and preparation of proposals for management review.
  • Lead the planning and annual cycle management of performance appraisal, salary review and bonus processes, including timelines, reporting lines, guidance, completion monitoring and management review materials.
  • Coordinate benchmarking and analysis relating to remuneration, benefits and working conditions and prepare recommendations for management consideration.
  • Plan and coordinate company-wide and role-specific training program, including training needs analysis, annual plans, records and cost monitoring.
  • Prepare HR-related materials for management, board and committee meetings, including workforce movements, recruitment plans, personnel cost analysis and appraisal outcomes.
  • Review HR planning workflows, policies, systems and governance arrangements and recommend practical improvements for consistent implementation across locations.
  • Handle confidential employee and business information in accordance with applicable laws, internal policies and professional standards.
  • Perform other HR planning or organizational development duties assigned by the supervisor or management.
  • Support the planning and development of the company’s overall strategy and prepare proposal and materials for Management review and decision-making.
  • Coordinate regular Management meetings and perform secretariat duties including agenda coordination, preparation of meeting materials, follow-up and maintenance of meeting records.
  • Liaise and communicate with company’s shareholders in Japan regarding corporate management matters, including key challenges, risks and other business issues.

Job Requirements Education & Qualifications

  • Bachelor’s degree or equivalent qualification.
  • Fluency in Japanese (native-level) is required to effectively communicate with Japanese stakeholders.
  • Business level proficiency in English is required to effectively communicate with international stakeholders

Experience

  • Minimum 2 years of relevant experience in Shipping Industry.
  • Solid understanding of ship management company operations, vessel operational expenses, and accounting practices.
  • Demonstrated experience in drafting, reviewing, and negotiating contracts and agreements with external organizations, such as ship management companies and business partners.
  • Practical experience in complying with environmental regulations applicable to Shipping Industry.
  • Practical experience in M&A-related transactions, including term negotiations, due diligence, transaction coordination and post-acquisition activities.
  • Experience in developing business plans, operational plans and related management proposals.
  • Experience in data analysis and management reporting using BI (business intelligent) tools.
  • Experience in collaborating with overseas offices, business partners and other international stakeholders.

  • Ability to analyse workforce and personnel cost data and translate findings into practical recommendations and clear management materials.
  • Proficiency in preparing and managing budgets, including variance analysis and cost optimization.
  • Excellent written and verbal communication skills in English and Japanese, with the ability to work effectively with stakeholders at different levels and across locations.
  • High level of integrity and discretion in handling confidential information.
