This position is located in the Department of Policy and Evaluation, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-9, MCC uses a pay-band system to compensate employees. This position is pay band 5A which is generally equal to GS-9.

Major duties

Assists staff in ensuring accurate, timely, and actionable monitoring and evaluation of MCC funded programs to support agency accountability, transparency, and learning. Supports staff in the development and implementation of Monitoring and Evaluation (M&E) Plans in coordination with partner country counterparts, managing the quarterly results reporting process, and the reporting of MCC results data to internal and external audiences. Works with staff to collect, manage, package and disseminate pre-identified program data by country and sector on a quarterly basis. Works with MCC's Management Information System (MIS) team on requirements definition, data validation, data migration, and guidance documents. Provides support as necessary to the development of guidance and templates related to results reporting for M&E staff and M&E partner country counterparts. Provides research, analysis and presentation support for short-notice results reporting, information requests, and ad-hoc reports for management and external audiences. Drafts materials such as fact sheets, data visualizations, and other public communication tools. Helps manage an internal M&E SharePoint site, including development of site structure, transfer and upload of key documents, and maintenance of content. Assists staff with quarterly updates to the M&E content on MCC's external website. This may include preparing performance indicator (KPI) reports for programs in implementation; updating and conducting quality control of indicator data posted publicly; assisting with copy editing, fact checking, and quality control for both data and text content; updating select financial data; and updating information related to impact and performance evaluations. Performs related duties as assigned.

Qualifications

To qualify for pay band 5A applicants must meet one of the following: Qualifying experience for Pay Band 5A includes one year of specialized experience (comparable to the Pay Band 5B or GS-7 or equivalent experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: cleaning, validating, and analyzing quantitative data using established procedures; applying basic quality checks, identifying data errors, and preparing datasets for reporting or further analysis; conducting research and preparing analyses on program/project activities; developing decision-oriented charts and graphics that follow labeling and formatting standards and support clear interpretation of program information; using Excel functions, including formulas, PivotTables, and basic data visualizations; and preparing and presenting fact sheets, data visualizations, report, and ad-hoc reports. Note: This experience MUST be well documented within your resume or application. OR Applicants may qualify based on a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Education must be in a major field of study related to the work of the position demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combinations of successfully completed post-high school education and qualifying work experience may be used to meet total qualification requirements. Education must be in a major field of study related to the work of the position and provided the knowledge, skills, and abilities necessary to perform the duties of this position. Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. The total percentage must equal at least 100% to qualify. Desirables: Experience using Power BI. Experience preparing slide decks in Microsoft PowerPoint Experience posting or maintaining content in Microsoft SharePoint. Ability to perform basic website or intranet updates.
