Associate Director (Monitoring and Evaluation), MC-301-3B
This position is located in the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14/15, MCC uses a pay-band system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.
Major duties
Participate in country teams as the Monitoring & Evaluation (M&E) subject matter expert throughout the program lifecycle. Provide technical support to country teams on the development and updating of logical frameworks (theories of change) and issues related to the definition, measurement, and quality control of program performance indicators. Provide independent analysis and interpretation of country performance data. Ensure the quality and accuracy of data included in MCC communication and reporting materials, including MCC's website and public reports. Provide technical guidance and support to host country counterparts to develop and implement M&E Plans, including budgeting and contracting tasks. Oversee the implementation and monitoring of M&E systems and structures to support the generation, collection, analysis, and timely submission of performance reports. Conduct data quality reviews, remedying data weaknesses and ensuring the quality and reliability of M&E data. Develop Terms of Reference and other contract documents for undertaking M&E activities. Develop, manage, and track evaluation budgets. Support the development and implementation of appropriate evaluation designs by advising on methodologies, sample sizes, data collection approaches, and other key parameters. Develop internal and external policy or guidance. Lead a practice area within the M&E team portfolio, e.g. overseeing evaluations within a sector (e.g., energy or transportation) and/or leading M&E practices in a functional area (e.g., policy and institutional reform) and/or supporting team members during a phase of the program lifecycle (e.g., development or implementation). Perform other duties as assigned.
Qualifications
To qualify for pay band 3B applicants must meet the following: Qualifying experience for Pay Band 3B includes one year of specialized experience (comparable to the Pay Band 4A or GS-13 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: supporting the design and implementation of a monitoring framework; development and updating of logical frameworks (theories of change) and issues related to the definition, measurement, and quality control of program performance indicators; monitoring of M&E systems and structures to support the generation, collection, analysis, and timely submission of performance reports; experience in program evaluation including impact and performance evaluation methodologies, data analysis, survey design and data collection methods, and results dissemination; and communicating, writing and verbally, to prepare documents and to present and explain reports, evaluation results, findings and recommendations, and internal and external policy or guidance to parties inside and outside of the organization. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 13 to be eligible for Pay Band MC- 3B.
