Workforce Management Specialist

About the Position: This position is with the Defense Health Agency. It is located in the Administration Human Resource Civilian Personnel at Dwight D. Eisenhower Army Medical Center at Fort Gordon, Georgia. The primary purpose of the position is to assist managers with overall workforce management guidance. This is a Direct Hire Solicitation A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Major duties

• Assist managers and supervisors with overall guidance, compliance, as well as process and procedures for effective management-employee and labor relations.
• Research governing guidance, regulations/directives, and Command guidance to ensure compliance with prescribed guidelines and procedures.
• Facilitate efficient communication between healthcare professionals and paraprofessionals and Civilian Personnel Advisory Center (CPAC) personnel to aid in delivery of effective HR services.
• Collaborate daily with Hospital management, Human Resource personnel to provide technical advise, guidance, and interpretation to management on issues and/or problems.
• Provide advice and technical expertise to managers, supervisors and employees on Federal Employee Compensation Act (FECA) claims due to occupational injury/disease.
• Report incidences to Safety and Region on all Federal Employees Compensation Act (FECA) and Workman's Compensation claims.

Specialized Experience: One year of specialized experience which includes assisting management and/or the Equal Employment Opportunity (EEO) Office with EEO requests; providing available resources and interpretation of policies and procedures; assisting with labor relations and/or basic employees' rights/privileges; and entering data to prepare reports; This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Legal Studies, Business Administration, Public Administration, Human Resources Management, Organizational Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
