Purchasing Engineer (Senior Officer)
Duties and Responsibilities
- Plan and execute the procurement of materials, equipment, machinery, spare parts, and engineering services in alignment with project plans.
- Study engineering drawings, Specification, BOQ, and Scope of Work to accurately define procurement details.
- Source and evaluate vendors or contractors, including preparing Vendor Lists and developing new sourcing channels.
- Prepare RFQ, compare prices, analyze costs, and consider suitability regarding quality, price, delivery time, and after-sales service.
- Negotiate prices, payment terms, warranties, and commercial terms to ensure maximum benefit for the company.
- Prepare purchase orders or service contracts, and follow up on approvals according to the company's authority limits.
- Monitor production, delivery, and goods receipt to ensure compliance with schedules and technical requirements.
- Coordinate with Engineering, Project Management, Maintenance, Warehouse, Accounting, and Finance departments to resolve related issues.
- Analyze and control procurement costs, and prepare reports on Cost Saving, Purchase Performance, and delivery status.
- Evaluate the performance of vendors and contractors, including taking corrective actions in cases where products do not meet requirements.
- Control procurement documentation to ensure completeness, transparency, traceability, and compliance with company policies.
- Provide advice and support to the purchasing team, including performing other duties as assigned.
Qualifications: Bachelor's degree or higher in Electrical Engineering, Mechanical Engineering, Industrial Engineering, Civil Engineering, or related fields. At least 3 years of experience in technical procurement, project procurement, or engineering equipment procurement. Ability to read engineering drawings, Specification, BOQ, and technical documents. Skills in vendor sourcing, price and cost analysis, as well as negotiation. Knowledge of materials, equipment, machinery, spare parts, or engineering installation work. Proficiency in using Microsoft Excel and ERP programs or procurement systems. Experience in electrical systems, solar energy, installation work, or project management will be given special consideration. Ability to use English for reading documents, contacting vendors, or business communication. Meticulous, honest, and able to plan and follow up on work within specified timeframes. Able to travel for vendor inspections, site visits, or project areas in other provinces. Possess a driver's license and be able to drive a car.
