Public Healthcare Sector | 1-Year Contract | Potential Conversion
An established organisation within Singapore's public healthcare sector is seeking an Assistant Manager, Strategy & Programme Planning to support a major workforce and organisational development programme.
This is a highly collaborative role offering broad exposure to strategic planning, workforce transformation, programme governance and cross-institutional stakeholder management .
You will work closely with multiple professional groups and senior stakeholders to translate service and workforce requirements into structured implementation plans, coordinate multiple workstreams and ensure key milestones, risks and actions are effectively managed.
Key Responsibilities
Strategy & Programme Planning
- Support the development of integrated programme and workforce roadmaps
- Translate service and workforce requirements into structured plans covering capability development, placements, timelines, dependencies and resource considerations
- Coordinate across multiple teams and institutions to align capacity, learning requirements, timelines, responsibilities and operational readiness
- Support phased implementation and transition planning
- Structure complex or incomplete information into clear and actionable plans
Programme Management & Governance
- Maintain integrated workplans and track milestones, dependencies, risks, decisions and resources
- Coordinate multiple workstreams and ensure timely follow-up on outstanding actions
- Identify potential gaps and escalate risks or issues to the appropriate stakeholders
- Support governance and management meetings, including preparation of materials, concise minutes and action tracking
- Prepare regular programme updates, dashboards and status reports for management
- Utilise digital and AI-enabled tools where appropriate to improve programme coordination and reporting
Stakeholder Management
- Build effective working relationships with stakeholders across different functions and institutions
- Facilitate discussions and coordinate actions across multiple stakeholder groups
- Clarify responsibilities and support timely resolution of programme issues
- Track workforce readiness and coordinate alignment across onboarding, training, operational and implementation plans
Implementation & Operational Support
- Support programme administration and implementation as initiatives progress from planning to execution
- Maintain accurate programme records and documentation
- Monitor implementation progress and follow through on outstanding issues
- Support related strategic planning and special projects when required
Requirements
- Bachelor's Degree in a relevant discipline
- At least 3 years of relevant experience for consideration at Assistant Manager level
- Experience in one or more of the following areas would be relevant:
- Programme / Project Management
- Strategy & Planning
- Business or Healthcare Operations
- Workforce Planning / HR
- Transformation
- Management Consulting
- Demonstrated ability to independently coordinate multiple workstreams and stakeholders
- Strong analytical and problem-solving capabilities
- Able to structure incomplete information and translate it into clear plans and recommendations
- Strong written, presentation and stakeholder management skills
- Highly organised with strong attention to timelines, details and follow-through
- Comfortable working in a fast-paced and evolving environment
- Proactive and able to identify and escalate risks appropriately
- Proficient in Microsoft Office applications
- Experience with budgets, funding or resource planning would be advantageous
- Healthcare experience is advantageous but not essential — candidates with strong transferable experience are welcome to apply
