Name of Authority: Temasek Junior College

Contract Period: From 18 Aug 2026 to 31 Dec 2027. Option to Extend: From 1 Jan 2028 to 30 Jun 2028.

Personnel to be deployed at the following hours:

  • Mondays to Fridays: 8:00am to 5:00pm, inclusive of 1hr lunch break
  • The Personnel may be required to support college-wide activities on Saturdays or outside the normal deployment hours.
  • Service not required on Sundays and gazetted public holidays, unless to participate in college major events.

Requirement: The Personnel shall minimally possess: (a) a Nitec, Higher Nitec or equivalent qualification in facilities management, building services, engineering, estate management, operations management, rapid transit technology or another relevant technical or operations-related discipline; and (b) at least three years of relevant operational experience in facilities, estate, transport, institutional or operational support involving but not limited to, a combination of the following:

  • coordination of daily operations;
  • equipment, premises or safety checks;
  • incident response and escalation;
  • operational logistics;
  • coordination with internal or external stakeholders;
  • maintenance-related reporting or follow-up; and
  • preparation or maintenance of operational records.

Experience in contractor coordination, facilities or estate operations, maintenance and defect follow-up, asset management, workplace safety and health, procurement support, infrastructure upgrading, operational readiness, relocation projects or an educational environment would be advantageous.

Job Scopes: The Personnel may coordinate, monitor and follow up with contractors, suppliers and stakeholders in the performance of the Services.

However, the Personnel shall not: (a) enter into or vary any contract on behalf of the Authority; (b) approve procurement awards or commit expenditure; (c) certify statutory or professional technical matters; (d) instruct contractors to perform chargeable works unless authorised by the Authority; or (e) represent that the Personnel has decision-making authority beyond that expressly delegated by the Authority.

The scope of Services required is set out as follows: The Operations Executive is responsible for planning, coordinating, and managing the school's operational, estate, facilities, safety, security, logistics, and relocation functions to ensure a safe, efficient, and conducive environment that supports teaching and learning.

Estate and Facilities Management  Assist the Authority in coordinating and monitoring maintenance activities, conduct routine premises inspections, report defects and follow up with the relevant contractors or officers.  Coordinate and monitor the maintenance of school buildings, classrooms, offices, laboratories, sports facilities, and common areas.  Conduct regular inspections to identify defects and follow up on rectification works.  Coordinate preventive and corrective maintenance with FMEs  Monitor outsourced Integrated Facilities Management (IFM) services and contractor performance.  Assist in infrastructure upgrading, renovation, and improvement projects.  Maintain records of maintenance activities, warranties, and asset information.

BRC Development and Campus Relocation Planning  Support the planning, coordination, and operational readiness of the Bedok Rejuvenated Campus (BRC).  Coordinate with architects, consultants, project managers, contractors, MOE, and stakeholders on operational requirements during the design and construction phases.  Provide administrative, logistical and operational coordination support for BRC readiness and campus relocation.  Participate in user acceptance inspections and tests, defect management, and operational readiness exercises.  Plan and coordinate the relocation of furniture, equipment, archives, and operational assets between campuses.  Develop and implement relocation plans, move schedules,logistics arrangements, and business continuity measures to minimise disruption to school operations.  Coordinate with movers, contractors, vendors, and internal stakeholders throughout the relocation process.  Ensure operational systems, facilities, and support services are ready before campus occupation.  Maintain relocation inventories, tracking records, and documentation.

Security and Safety  Oversee daily security operations and supervise security personnel.  Conduct security inspections and risk assessments.  Investigate incidents and prepare incident reports.  Coordinate emergency preparedness exercises, including fire drills, lockdown exercises, and evacuation exercises.  Assist with safety and security inspections, incident reporting, emergency preparedness exercises and follow-up actions under the direction of the Authority.  Monitor access control systems, CCTV, alarm systems, and visitor management systems.  Prepare the holding site and its peripherals for handing over to MOE.

Cleaning and Environmental Services  Supervise cleaning contractors to ensure cleanliness and hygiene standards are achieved.  Monitor pest control, waste management, landscaping, and environmental services.  Conduct regular inspections and address operational feedback.

Event and Logistics Management  Plan and coordinate logistical support for school events, examinations, ceremonies, and external functions.  Arrange venue setup, furniture movement, transport, signage, and audio-visual requirements.  Coordinate manpower deployment and operational support for school activities.

Asset and Inventory Management  Manage school furniture, operational equipment, and facilities assets.  Coordinate stocktaking and inventory management.  Maintain asset records and oversee replacement or disposal programmes.  Ensure accountability for operational equipment and storage areas.

Vendor and Contract Management  Liaise with contractors, suppliers, consultants, and government agencies.  Monitor service delivery against contractual requirements and service standards.

Operational Planning and Business Continuity  Develop and review operational procedures and standard operating procedures (SOPs).  Plan operational readiness for school opening, examinations, and major school events.  Recommend process improvements to enhance operational efficiency.

Compliance and Documentation  Maintain operational records, statutory documentation, and maintenance schedules.  Ensure compliance with MOE policies, statutory regulations, and safety requirements.  Prepare reports, operational updates and presentations.  Monitor contractor performance and service quality. Stakeholder Management  Work closely with school leaders, teaching staff, administrative staff, students, contractors, consultants, and government agencies.  Respond promptly to operational enquiries and feedback.

Budget and Procurement Support  Assist in preparing annual operational and maintenance budgets.  Monitor expenditure and cost control for operational services.  Assist authorised officers with procurement administration, preparation of supporting documents, tracking of quotations,delivery monitoring and verification of completed works.
