Senior Business Analyst

What you will be working on

As a senior team member, you’ll be working on diverse and impactful problems in the public sector whilst providing leadership and mentoring junior business analysts.

We are seeking a Senior Business Analyst to work directly with agencies, enabling them to understand their business needs and translate them into effective technology solutions that enhance citizen service delivery and operational efficiency.

As a forward-deployed Senior business analyst, you'll partner with agencies to solve complex business challenges, gather insights, and drive continuous improvement in our digital transformation offerings. This role combines strong analytical capabilities with stakeholder management skills, ensuring that our solutions evolve to address the real-world needs of our government customers.

As a Senior Business Analyst, you will be working on:

• Lead stakeholder engagement across government agencies to elicit, analyse, and document complex business requirements for strategic digital transformation initiatives.
• Conduct comprehensive analysis of business processes, identify systemic issues, and design innovative solutions that drive operational excellence.
• Translate complex business requirements into detailed functional specifications, epics, user stories, and acceptance criteria.
• Design and facilitate strategic workshops and requirements gathering sessions with senior stakeholders and diverse groups.
• Develop robust business cases, feasibility studies, and cost-benefit analyses to guide executive decision-making on technology investments.
• Create comprehensive documentation including process flows, data flows, wireframes, and architectural diagrams for diverse audiences.
• Lead cross-functional collaboration with other product team members e.g. solution architects, low code engineers, and backend engineers to ensure accurate implementation of complex requirements.
• Oversee user acceptance testing strategies, develop test scenarios, and validate that solutions deliver intended business outcomes.
• Perform advanced data analysis to identify strategic trends, insights, and opportunities for innovation and service transformation.
• Establish and maintain requirements traceability frameworks and lead change management throughout complex project lifecycles.
• Conduct strategic gap analysis and develop comprehensive roadmaps for solution design and implementation.
• Lead change management initiatives by assessing organisational impact and developing adoption strategies for enterprise-wide transformations.
• Evaluate emerging technologies and industry best practices to drive innovation and recommend strategic solutions.
• Design and oversee comprehensive testing strategies covering functional, regression, exploratory, integration, and performance testing.
• Lead system integration testing initiatives and coordinate User Acceptance Testing with senior stakeholders across multiple agencies.
• Establish defect management frameworks and champion continuous improvement in agile testing practices across teams.
• Mentor junior business analysts and quality assurance team members.

What we are looking for :

• Bachelor's Degree in Business Administration, Information Systems, Computer Science, or related disciplines;
• Minimum 7 years of experience in business analysis with demonstrated progression in complexity and responsibility.
• Advanced analytical and problem-solving skills with proven ability to address complex, enterprise-level challenges.
• Extensive experience in requirements elicitation, analysis, and documentation across multiple large-scale projects.
• Expert proficiency in business process modelling using BPMN, UML, and enterprise architecture frameworks.
• Proven experience leading requirements management for complex initiatives including epics, user stories, and acceptance criteria.
• Strong leadership and stakeholder management skills with ability to influence senior executives and drive consensus.
• Deep understanding of Agile, Scrum, Product Management, and hybrid methodologies with experience adapting approaches to project needs.
• Demonstrated ability to design and facilitate strategic workshops while managing complex stakeholder dynamics.
• Advanced data analysis skills with experience using insights to drive strategic business decisions.
• Strategic mindset with focus on delivering measurable value and business outcomes.
• Exceptional communication and presentation skills for executive and technical audiences.
• Proven ability to lead and mentor team members while managing multiple complex priorities.
• Extensive experience designing testing strategies, test plans, and comprehensive test suites.
• Expert knowledge of manual and automated testing approaches for web, mobile, and API services.
• Deep understanding of agile testing methodologies including Test-Driven Development (TDD), Behaviour-Driven Development (BDD), exploratory testing, and shift-left practices.
• Proven track record working in and leading agile development environments.

Preferred requirements:

• Professional certifications such as CBAP, PMI-PBA, IIBA-AAC, or equivalent senior-level certifications.
• Advanced experience with data visualisation and analytics platforms such as Tableau, Power BI, or similar tools.
• In-depth knowledge of government systems, policies, digital services, data governance, and cybersecurity frameworks.
• Strong understanding of cloud technologies, enterprise architecture principles, and modern application development approaches.
• Proven experience leading public sector digital transformation, citizen services, or regulatory compliance initiatives.
• Expertise in design thinking, service design, and user-centred design methodologies.
• Experience with performance testing tools and strategies (JMeter, Gatling, k6, Locust).
• CSTP, CSQA, or advanced testing certifications.
• Demonstrated experience in complex case management systems and enterprise-level implementations.
• Experience in vendor management and procurement processes.
• Track record of driving organisational change and process improvement initiatives.
