The Opportunity
An established financial services organisation providing health plans to individuals and employers across the UK is seeking an experienced Compliance Oversight to lead its compliance function.
Working closely with the Managing Director, Board and senior leadership team, you will shape the compliance strategy, strengthen the risk framework and ensure that regulatory expectations are embedded across the business. Your remit will encompass PRA, FCA and Central Bank of Ireland regulation, UK Consumer Duty, Ireland’s Consumer Protection Code, GDPR and enterprise risk management, however CBI / Malta experience only a nice to have.
There is 1x FTE to manage who is the Ireland-based compliance colleague, providing direction and oversight of local regulatory activity.
Key Responsibilities
Compliance leadership and regulatory oversight
- Lead and maintain the compliance framework, ensuring that policies, procedures and controls reflect applicable regulatory requirements and business activities.
- Act as a subject matter expert on PRA, FCA and Central Bank of Ireland regulation, providing clear, practical advice to the Managing Director, Board and employees.
- Monitor regulatory developments and emerging risks, assess their impact and coordinate appropriate changes across the business.
- Develop and deliver a risk-based compliance monitoring programme, assessing control effectiveness and overseeing corrective action.
- Maintain constructive relationships with regulators, external auditors and relevant industry bodies.
- Oversee the preparation and submission of required regulatory filings, reports and disclosures.
Consumer Duty and customer protection
- Oversee the embedding of UK Consumer Duty across relevant products, services, communications and operational processes.
- Assess customer outcomes and use management information to identify potential harm, recommend improvements and support Board oversight.
- Ensure appropriate oversight of compliance with Ireland’s Consumer Protection Code.
- Work with relevant teams to ensure that customer treatment and regulatory expectations inform business decisions.
- Support the review and approval of marketing materials, customer communications and promotional activity.
Enterprise risk management
- Support the development and maintenance of the enterprise risk framework, identifying and assessing material risks across the organisation.
- Conduct compliance risk assessments and reviews, recommending proportionate mitigation measures.
- Work with colleagues to establish clear ownership of risks and monitor the delivery of agreed actions.
- Prepare risk reports that explain key exposures, control weaknesses and recommended improvements.
- Conduct due diligence and risk assessments on third-party providers, partners and business associates.
GDPR and data protection
- Work closely with the Support Services and Data Protection Officer to support compliance with applicable UK and Irish data protection requirements.
- Advise on the handling of personal information and assess data protection implications within business processes and communications.
- Support the investigation and resolution of data protection concerns, ensuring appropriate documentation and escalation.
Governance, reporting and investigations
- Produce quarterly Board reports and an annual consolidated compliance report.
- Monitor compliance metrics and key performance indicators to assess the effectiveness of the framework.
- Maintain accurate records of monitoring activity, findings, investigations, training and policy changes.
- Investigate suspected non-compliance, fraud, misconduct or unethical behaviour, recommending corrective and preventative measures.
- Respond promptly and professionally to compliance enquiries from internal and external stakeholders.
People leadership and compliance culture
- Manage and support the Ireland-based compliance colleague, setting priorities and maintaining effective oversight.
- Deliver practical guidance and training on regulatory obligations, internal policies, ethical conduct and risk management.
- Ensure relevant annual continuing professional development requirements are met.
- Promote a culture of integrity, accountability and open communication, with the confidence to challenge constructively.
- Build effective working relationships across departments to resolve issues and implement sustainable improvements.
Experience and Qualifications
- A minimum of five years’ relevant experience in compliance, risk management, internal audit or regulatory affairs.
- Strong knowledge of the regulatory requirements applicable to the business, particularly PRA and FCA expectations.
- Experience of compliance frameworks, monitoring programmes, risk assessments and senior management reporting.
- Working knowledge of GDPR and enterprise risk management.
- Strong analytical and investigation skills, with the ability to assess complex issues and recommend practical solutions.
- A degree in business, law, finance or a related discipline; relevant professional compliance or risk qualifications would be advantageous.
- Previous SMF16 experience would be beneficial, with appointment to the function subject to FCA approval.
