Assistant Manager - Tender (Facility Management & M&E)
Working Days: Monday to Friday Working Hours: 9:00 AM – 6:00 PM Location: Ubi
Job Description We are seeking an experienced and results-oriented Assistant Manager, Tender (Facility Management & M&E) to join the commercial team. The successful candidate will take ownership of tender management, cost estimation, vendor and subcontractor evaluation, technical proposal development and contract review for major Facility Management (FM), maintenance and M&E engineering projects .
Key Responsibilities Tender Review & Risk Assessment Review tender documents, specifications, Bills of Quantities (BQ), drawings, contract conditions, SLAs, response times and submission requirements. Identify commercial, operational and financial risks, including Liquidated Damages (LD), emergency response commitments, spare-parts obligations, warranty terms, performance KPIs and penalty clauses.
Costing, Budgeting & Pricing Develop detailed tender pricing covering manpower, materials, spare parts, subcontractor costs, equipment, tools, overheads, contingency and target profit margins. Ensure pricing submissions remain competitive and commercially viable.
Vendor & Subcontractor Management Issue Requests for Quotation (RFQs) to vendors and subcontractors. Evaluate technical and commercial proposals. Negotiate pricing, conduct gap analyses and ensure quotations comply with tender specifications.
Technical Proposal & Manpower Planning Determine manpower deployment requirements, including Facility Managers, Engineers, Supervisors, Technicians, administrative personnel, shift teams, standby teams and CERT resources. Coordinate technical submissions covering preventive/corrective maintenance schedules, maintenance methodology, mobilisation plans, organisation charts, safety management plans and technology-adoption strategies.
Tender Submission & Clarifications Prepare and submit tender queries to clients and consultants. Manage tender clarifications, addenda and corrigenda. Coordinate cross-departmental inputs to ensure complete, compliant and timely tender submissions. Ensure declarations, track records, licences, statutory forms and financial disclosures meet tender requirements.
Tender Presentation & Negotiation Prepare presentation materials and supporting documents for post-tender clarification meetings. Participate in client interviews, technical presentations and final commercial negotiations.
Requirements Bachelor’s Degree in Facilities Management, Building Services, Mechanical/Electrical Engineering, Quantity Surveying or a related discipline . Minimum 3–5 years of hands-on FM/M&E tender preparation and commercial management experience . Proven experience supporting or securing successful tender awards. GeBIZ / public-sector contract experience is highly advantageous. Practical experience in project execution, building operations or M&E maintenance. CERT Tier 2 or Tier 3 Certification , or equivalent Company Emergency Response Team qualification. Strong knowledge of cost estimation, BQ pricing, quotation evaluation and contract conditions, including PSSCOC and REDAS. Strong commercial and risk-assessment capabilities. Proficient in MS Excel , particularly costing and financial modelling. Proficient in Word, PowerPoint and relevant project-management software. Strong negotiation, analytical and stakeholder-management skills.
