Engagement Overview

We are seeking a delivery-focused Project Manager to manage end-to-end delivery across a portfolio of enterprise and citizen-facing systems. The role coordinates business, product, design, engineering, operations, cybersecurity and vendor teams, with responsibility for delivery planning, governance, releases, operational readiness and production support. The successful candidate must be organised, meticulous and comfortable supporting planned deployments and Severity incidents outside office hours when required.Confidential

Key Responsibilities

Delivery Planning and Coordination

• Manage project plans, milestones, dependencies, risks, issues, budgets and release coordination across assigned systems.
• Track and manage delivery pace, remove blockers and drive actions through to closure.
• Coordinate agile delivery activities including backlog readiness, sprint planning, demonstrations, testing and release preparation.

Governance and Stakeholder Management

• Manage project governance, vendor performance, stakeholder communications, decision-making and reporting to management and governance forums.
• Maintain accurate status reports, RAID logs, decision records, meeting minutes and action trackers.
• Coordinate across business owners, product teams, design, engineering, operations, cybersecurity and external vendors.

Testing, Release and Operational Readiness

• Coordinate requirements, solutioning, functional and security testing, deployment, operational readiness and transition to business-as-usual support.
• Support user education, change communications and product adoption activities where required.
• Coordinate planned after-hours deployments, Severity incident response, defect follow-up and corrective actions.

Handover and Knowledge Transfer

• Undertake structured handover and job-shadowing with incumbent officers.

Area Technologies / Practices

Digital platforms: Enterprise web and citizen-facing digital platforms, including cloud-hosted applications and services

Integration: APIs, system integrations and data exchanges across internal, vendor and Whole-of-Government systems

Agile delivery: Backlog, sprint, requirements, testing, release and defect-management tools such as Jira and Confluence or equivalent

Automation: Business process automation, workflow, low-code and robotic process automation tools, where applicable

Data and reporting: SQL, data models, analytics, reporting and dashboard tools

Testing: Functional, integration, regression, performance, security and user acceptance testing practices, as relevant to the role

Government environment: Singapore Government technology environment and standards, including Singapore Government Tech Stack familiarity where relevant

Operations: Release readiness, production support, Severity incident coordination and transition to business-as-usual support

Security and governance: IM8 awareness, RBAC, secure application architecture, auditability and PSARC or comparable governance review experienceConfidential

Required Experience

• Experience supporting or managing the delivery of digital products or enterprise applications.
• End-to-end experience working with product and engineering teams to build, test, release and support digital solutions.
• Working knowledge of agile delivery, sprint planning, backlog management, testing, release management and production support.
• Strong written and verbal communication skills, including documentation, minute taking and technical writing.
• Highly meticulous and tenacious, with the ability to follow matters through to closure.
• Ability to work effectively and independently under pressure and prioritise work to meet tight deadlines.
• Availability for the full engagement period, including planned after-hours deployments and Severity incident support.

Highly Desirable Experience

• Scrum Master, Product Owner, project management, ITIL or business analysis certification.
• Experience with Jira, Confluence or equivalent agile delivery and project-management tools.
• Experience delivering government digital services or working in a regulated environment.
• Production support, incident coordination, vendor management and security-compliance experience.
