Senior Finance Manager
About KidSTART Singapore Ltd:
KidSTART Singapore Ltd. (KSL) was incorporated as a Company Limited by Guarantee (CLG) under the Ministry of Social and Family Development (MSF) in Sep 2020 to implement the KidSTART programme nationwide. The KidSTART programme provides upstream support to children from low-income families in the areas of early childhood development, health and social support.
Description of Division/Branch:
You will be part of the Corporate Development team providing a suite of corporate services in Finance & Administration, Human Resource, Data Management and IT services to ensure smooth running of the office. As one of the team members in Finance and Administration, you will work closely with other branches in the organisation, engage with funders and stakeholders across Government and non-Government agencies, and work closely with senior management to forecast and anticipate evolving needs of the organisation.
Responsibilities:
Financial Reporting
- Lead preparation of monthly, quarterly and annual management reports.
- Coordinate statutory financial statement preparation and audit schedules.
- Review reconciliations and supporting documentation.
Budgeting & Forecasting
- Coordinate the annual budget exercise.
- Monitor budget performance and forecast trends.
- Support business units in financial planning.
Financial Operations Oversight
- Review and approve payment runs.
- Review payment exception reports and aged payables.
- Provide oversight of vendor payment governance.
Audit Management
- Act as finance lead for audit fieldwork.
- Prepare responses to audit observations.
- Track remediation plans.
Grants Oversight
- Review grant claims, utilisation and funding reports.
- Monitor compliance with funding agreements.
- Review partner agency disbursements and funding reconciliations.
Internal Controls
- Review financial controls and SOPs.
- Conduct periodic controls assessment.
- Support risk management initiatives.
Competencies
Functional/Technical Competencies
- Degree in Accountancy, Finance, Business or a related discipline. Professional qualifications (e.g. CA Singapore, ACCA, CPA) would be an advantage.
- At least 8 years of relevant experience in finance and accounting, preferably in a charity, non-profit, social service agency, or public sector environment.
- Strong knowledge of financial reporting standards, regulatory requirements and statutory audit processes.
- Proficient in Enterprise Resource Planning (ERP) system and Microsoft Excel.

- Strong communication and presentation skills, including the ability to explain financial concepts and issues clearly to non-finance stakeholders.

- Hands-on and willing to support operational finance matters while maintaining a strategic perspective.
