KBR is growing its Project Management Consultancy (PMC) team for an exciting, high-profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in contractors office in Abu Dhabi and Spain.

Job purpose
The Lead HSE Technical Engineer is responsible for providing technical HSE expertise during the Front-End Engineering Design (FEED) phase of offshore oil & gas projects. The role ensures that safety, environmental, and risk management considerations are fully integrated into design, minimizing risks during construction, installation, and operation.

HSE in design
Ensure HSE requirements are embedded into FEED deliverables and engineering design.
Participate in design reviews to ensure compliance with company, client, and regulatory HSE standards.
Apply the principles of Inherently Safer Design (ISD) and ALARP (As Low As Reasonably Practicable).
Provide technical input for layout safety, equipment spacing, escape routes, and fire protection systems.
Risk & safety studies
Lead or participate in structured HSE studies, including:
HAZID (Hazard Identification)
HAZOP (Hazard and Operability Study)
SIL / LOPA (Safety Integrity Level / Layer of Protection Analysis)
QRA (Quantitative Risk Assessment)
SIMOPS assessment
Review process safety documentation and ensure risk mitigation measures are incorporated into design.
Regulatory & standards compliance
Ensure alignment with international standards such as:
ADNOC / Aramco / client-specific standards
ISO 14001, ISO 45001
API, NFPA, IEC, OSHA guidelines
Liaise with regulatory authorities and ensure design meets approval requirements.
Technical safety deliverables
Develop and review HSE engineering deliverables, including:
Fire & Gas Detection layouts
Escape, Evacuation & Rescue Analysis (EERA)
Emergency Shutdown (ESD) philosophies
Hazardous Area Classification (HAC) drawings
Safety critical equipment specifications
Environmental Impact Assessments (EIA) support
Ensure integration of safety systems in offshore platforms, subsea facilities, and pipelines.
Environmental & sustainability
Identify environmental risks and propose mitigation measures during design.
Support environmental studies including emissions, discharges, and waste management.
Ensure compliance with environmental regulations and sustainability objectives.
Interface & coordination
Coordinate with multidisciplinary engineering teams (process, mechanical, electrical, marine).
Interface with clients, EPC contractors, and third-party consultants.
Participate in project meetings, design workshops, and technical reviews.
Documentation & reporting
Prepare and review HSE technical reports and FEED documentation.
Maintain HSE registers, action tracking, and compliance matrices.
Provide regular progress updates on HSE deliverables.
Qualifications & experience
Education
Bachelor’s degree in engineering (chemical).
Master’s degree in process engineering is an advantage.
Experience
Minimum overall 18+ years of experience in the oil and gas sector.
10-15 years of experience in HSE / technical safety engineering.
Minimum 5–7 years in offshore FEED / detailed engineering projects.
Strong experience in process safety and major hazard analysis.
Experience in WHT, subsea pipeline installation, and marine operations.
Key skills & competencies
Strong knowledge of process safety and technical safety engineering.
Expertise in HSE design standards and offshore engineering practices.
Proficiency in risk assessment methodologies and safety studies.
Analytical thinking with high attention to detail.
Strong communication and stakeholder engagement skills.
Ability to influence design decisions from a safety perspective.
