Role Overview We are seeking an experienced Project Manager to oversee the end-to-end delivery, commercial management, and operational governance of key Information and Communications Technology (ICT) systems and digital services. Positioned at the intersection of business needs, technology implementation, and vendor oversight, you will lead cross-functional teams to drive digital initiatives, manage maintenance workstreams, and ensure high standards of quality, security, and financial stewardship. Key Responsibilities

  1. Project Management & Delivery

End-to-End Governance: Own the integrated project plan, schedule, critical path, risks, issues, dependencies, and change control across predictive, agile, or hybrid delivery frameworks.

Release & Test Management: Lead system, user acceptance (UAT), and security test planning; coordinate release readiness, operational cutover, and post-implementation stabilization.

Change & Stakeholder Engagement: Manage scope variations and drive stakeholder alignment, change management, user education, and adoption strategies.

  1. Vendor & Commercial Governance

Procurement Support: Prepare and review procurement documentation, tender specifications, Approval of Requirement (AOR) papers, and contract variation requests.

Contract Administration: Oversee vendor performance, service level agreements (SLAs), maintenance renewals, technology end-of-support upgrades, and subscription lifecycles.

Effort & Cost Challenge: Critically evaluate vendor proposals, rate cards, and man-day estimates for service requests to prevent scope inflation and unsupported contingencies.

  1. Financial Stewardship & Budgeting

Track, forecast, and reconcile project expenditures, commitments, and monthly invoice validations against approved funding envelopes.

Recommend budget reprioritization and corrective actions for shortfalls or variances to ensure project financial sufficiency.

  1. Operations & Security

Oversee vulnerability remediation, security patching compliance, and system lifecycle planning to maintain operational continuity and reduce technical debt.

Facilitate regular project governance and working-level meetings, presenting clear status reports and risk escalations to management.

Requirements & Qualifications Educational Background & Experience Education: Bachelor’s Degree in Information Technology, Computer Science, Business Information Systems, or a related field.

Experience: 5 to 10 years of proven experience in ICT project management, managing digital product lifecycles, enterprise application delivery, or complex maintenance workstreams.

Technical & Professional Competencies Public Sector Governance: Solid understanding of public-sector ICT governance frameworks, procurement workflows, and statutory guidelines.

Methodologies & Tools: Practical knowledge of Agile/Scrum and Waterfall methodologies; proficient with tools such as Jira, Confluence, MS Project, Power BI, or SharePoint.

Analytical & Commercial Acumen: Strong capability to review commercial contracts, evaluate effort breakdowns, and negotiate vendor deliverables.

Communication & Resilience: Excellent written and verbal communication skills with a track record of managing competing priorities and navigating complex stakeholder landscapes.

Preferred Qualifications Project Management Professional ( PMP ), PRINCE2 Practitioner , or Certified ScrumMaster ( CSM ) / PMI-ACP certification.

Knowledge of ITIL service management practices (Incident, Problem, Change, and Release Management).
