About the Position: Serves as an Supervisory Personnel Services Analyst for the Joint Activities located at Fort Bragg, North Carolina.

Major duties

  • Develops a comprehensive personnel management program to guide and govern all civilian employees assigned to the organization.
  • Drafts human resource management policies and guides to meet organizational goals for use by subordinate departments and units.
  • Collaborates with external service providers and human resource managers to resolve complex personnel classification and staffing problems.
  • Establishes long-range human resource goals and objectives to determine program emphasis and optimize personnel utilization.
  • Analyzes human resource programs and capability gaps to determine strategic organizational needs and implement corrective actions.
  • Evaluates organizational structures, staffing alignments, and workflows to maximize operational efficiency and eliminate redundancies.
  • Assesses mission and resource changes to determine the overall impact on the functions and staffing of the civilian workforce.
  • Monitors program execution at subordinate departments to identify complex issues and originate feasible systemic solutions.
  • Oversees personnel data analysis efforts to inform operational decisions and measure the effectiveness of strategic initiatives.
  • Formulates multi-year civilian personnel budgets and funding forecasts to secure sufficient resources for long-term workforce requirements
  • Provides expert technical advice to leadership on human resource policies to resolve controversial personnel issues at the headquarters level.
  • Advises management officials on potential human resource challenges to execute preventive personnel projects that support strategic goals.
  • Assigns work to subordinate supervisors to set operational priorities, determine training needs, and resolve complex administrative problems.

Specialized Experience: One year of specialized experience which includes 1) applying federal human resource principles to resolve complex staffing and personnel issues; AND 2) analyzing organizational structures and workforce capability gaps to draft actionable recommendations for staffing and recruitment plans; AND 3) synthesizing personnel data and program metrics to identify operational trends and support long-range workforce planning; AND 4) providing technical guidance to support teams and delivering progress briefings to supervisors to keep organizational leaders informed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
