Knowledge Management Specialist (Battle Rhythm)
About the Position: Oversees day-to-day operations, long-range planning, and exercise training support for Tri-Command Senior Leaders. Provides the Commander with a decision-making framework and integrates staff and component inputs into Senior Leadership Boards. Major duties
- Directs the design, implementation, and quality control of the headquarters operational schedule to synchronize staff activities and support executive decision-making.
- Formulates knowledge management policies, doctrine, and techniques to standardize operational processes across the entire enterprise.
- Develops and synchronizes long-range strategic plans, programs, and procedures to ensure multi-year campaign objectives are successfully met.
- Recommends organizational restructurings and new administrative capabilities to optimize operational support and resource allocation.
- Leads cross-functional planning teams to solve complex administrative challenges and ensure staff accountability for assigned objectives.
- Manages the primary web portal sites and digital repositories to facilitate secure, real-time information sharing across the staff.
- Translates broad strategic mission guidance into actionable training curricula and operational exercises for joint staff personnel.
- Captures and synthesizes executive decisions, action items, and lessons learned to track, coordinate, and ensure complete task execution.
- Advises senior executive leadership on emerging industry trends, operational risks, and policy compliance within the organization.
- Evaluates ongoing program effectiveness through comprehensive policy reviews, staff audits, and active participation in external working groups.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes the following: 1) Manages and updates a complex organization-wide operational schedule and information-sharing processes to synchronize large staff activities; 2) Establishes and maintains digital information repositories and web collaboration portals to capture, organize, and share critical administrative data; 3) Coordinates multi-department staff inputs, captures executive summaries of decisions, and tracks action items to ensure full task execution; 4) Assists in the development of long-range strategic plans, instructional training resources, and lessons learned reports for organizational exercises; and 5) Analyzes administrative policies, reviews organizational compliance, and prepares professional briefs to advise senior leadership on operational trends.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). To be eligible for promotion or placement under this plan, applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 calendar days after the closing date of the announcement, or within 30 calendar days after the date of the rating for open continuous announcements.
